Meeting Minutes <br />Page three. <br />After considerable discussion and comparing of <br />bids a motion by Councilman Shervheim, seconded <br />by Council member Lyons, that the Council adopt <br />the recommendation of the Insurance Advisory <br />Committee and award the bid to the agency of <br />record, Sonnen Zignego Agency, who will place <br />the coverage with the Aetna Life and Casualty <br />Co. for a total premium of $8,968.00. Carried <br />3-1, with Mayor Armstrong voting nay and Council- <br />man Pott abstaining. <br />Councilman Morgan voiced his dissatisfaction <br />with the Insurance Advisory Committee and Ed <br />LeClair chided the Council on the lack of commun- <br />ications between the Council and the Committee. <br />Councilman Shervheim moved, Councilman Pott se- <br />conded, that the Time Insurance policy concerning <br />life and short term disability be converted from <br />a yearly mode of payment to that of one of a <br />monthly mode of payment. Carried 5-0. <br />Committee member E. LeClair was instructed to <br />approach the Insurance Committee on re-evaluating <br />City employee's personal insurance coverage pack- <br />age and make the necessary recommendations; the <br />timing to be such that it will not be necessary <br />to make any llth hour decisions. <br />Eden Park Bond: Councilman Shervheim moved, Councilman Pott se- <br />conded, to ratify the action of Deputy Clerk <br />Beers in refunding posted bond of P. Emerson for <br />Eden Park improvements only after viewed and <br />accepted by City Engineer. Carried 5-0. <br />Lake Elmo Park: The Council discussed E. Beaubien's letter of <br />12-28-76, his note attached to a Village of Lake <br />Elmo's letter dated 6-5-74, and the resulting <br />correspondence of the City's Counsel Raleigh <br />concerning Sunfish Lake and adjoining City Park. <br />The Park Committee is to investigate and pur- <br />pose necessary signs for erection at Kelvin Ave. <br />directing traffic to proper entrances of the <br />park. City will install necessary signs upon <br />recommendation. <br />Claims: Councilman Pott moved, seconded by Councilman <br />Shervheim, to approve claims 77264 thru 77295 <br />for payment; also to approve payment in the <br />amount of $698.00 to Midwest Planning for re- <br />view of the Metro Statement.
