Carried 5-0. <br />Midwest Planning Councilman Morgan moved, Councilman Pott se - <br />Contact: conded that Mayor Armstrong be the planner's <br />contact for any authorization of emergency fee <br />charges which might be above the monthly retain- <br />er charges. Carried 4-0. Mayor Armstrong abstain- <br />ed. <br />Minutes: The minutes of the December 21, 1976 meeting <br />were approved with the following corrections: <br />Salary Schedule for 1977 to read as follows; <br />"A clothing allowance of $125.00 - - -" <br />Deputy Treasurer salary to read as follows; <br />"Salary is $100.00 annually - - -" <br />The minutes of the January 18, 1977 meeting were <br />approved as written. <br />The minutes of the February 4, 1977 meeting were <br />approved with the following corrections: <br />Present: - - Pott <br />Reid Park: to read as follows; - - - Council- <br />man Morgan meet with C.J. Brookman." <br />Midwest Planning: Page 2 " - - - review of 3M's <br />EIS study"; "No Council action taken on out- <br />standing- - -" <br />With the above corrections, Councilman Pott moved <br />seconded by Councilman Shervheim, to approve the <br />minutes of 12-21-76,1-18-77, and 2-4-77. Carried <br />5-0. <br />E. Skaien: E. Skaien of 2832 Legion Ave. appeared regarding <br />his septic system. He had been directed to im- <br />prove it because of placing fill on top of his <br />drain field and because this original drain field <br />was too close to Legion Pond. Building Inspector <br />Mueller noted that this is not the only system on <br />Legion that has a problem of being too close to <br />the pond. The Council referred the problem back <br />to the City Engineer for review and recommenda- <br />tions. <br />An another subject, Mr. Skaien requested the City <br />to review the marking of a spill way on Legion <br />Ave. as cars have used it as a possible turn <br />around area. He considers this as a safety <br />hazard. <br />
