MINUTES OF THE LAKE ELMO CITY COTTNCIL MFFTING, AUGUST 16,1977 pg. 2 Claims-cont'd.: Motion by Councilman Morgan 2nd by Councilman Shervheim to approve payment of claims 77688 thru 77707 except for claim 77689. Carried 5-0. Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve payment of claim 77689, 55,000 for I94 Challenge Committee. Carried 3-2.. For Councilmen Shervheim and Pott and Councilwoman Lyons. Against Mayor Armstrong and Councilman Morgan. Correspndence: Letter from Sandy Bradley. - Request of council to contribute $3,000.00 for legal services to de- fend placement of. IqA on old Highway 12.. According to letter, Sandy Bradley had already received a bill from the law firm representing her for $10,000.00. Mr, Sax, representing Sandy Bradley, asked what criteria was required to get the council to contribute to their cause. Councilman Sherv- heim, at invitation of Mayor Armstronq, responded that it would necessitate any individual or group convincing a majority of the council that his or their position was in the best interest of the city_. Counsel Raleigh supported this definition. Revenue Sharing: Clerk advised that the Lake Elmo share of allot- ment nine is $2.5,916 (1/4th each quarter of 1978). A notice of budget for use of this money must be published 10 days prior to the budget meeting. Motion by Mayor Armstrong 2nd. by Councilman Morgan to set aside a special meeting of the City Council, August 30, 1977 - 7:30 P.M. to discuss the annual budget. The first section of the meeting will he devoted to a hearing on possible budget of. the 1978 Revenue Sharing funds ($25,91.6) . Citizens will be notified by public notices-) they can offer input r_eaard.ina the budgetina of these funds. Carr_iec? 5-0. Park .Advisory Committee: Motion by Councilman Morgan 2nd by Coun- cilman Shervheimr, to authorize appointment of Mike Johnson as co-chairman of Park Advisory Committee subject to approval of the committee. Carried 5-0. Minutes: Motion by Councilman Morgan 2.nd by Councilman Pott to approve minutes of Lake Tlmo City Council for meeting of August 2, 1977 as submitted. Carried 4-0. Mavor A.rmstrona abstained. Diseased Trees: Lake Elmo has receivednotice that it will be re- imbursed -for 37% of our cities sanitation cost., not to exceed 1�5,810, for control of and removal of diseased trees. AMM: Councilman Morgan_ advised that he had signed up to serve on the Municipal Revenue committee of the AMM. Councilwoman Lvons will continue to serve on the same committee as 1976-7.
