R-77-17 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />WHEREAS, the City Council of the City of Lake Elmo has considered <br />the problem of sewage treatment and disposal in the "Old Village" area <br />of the City of Lake Elmo and has considered the report of its City Engineer <br />and the report and recommendations of its sewer study committee with <br />respect to that problem; and <br />WHEREAS, the City Council has determined: <br />I. That there is a substantial sewage disposal problem in <br />that part of the City of Lake Elmo known as the "Old Village area" <br />by reason of the fact that there are many failing or inadequate <br />sewer systems which cannot be replaced or made adequate on -site <br />because of the size of the lots and/or the condition of the soil on <br />the lots in the Old Village area; <br />2. That this problem can be solved by the installation of an <br />adequate sewage collection system to serve the Old Village area; <br />3. That the installation of a collection system in the Old <br />Village area to meet the needs of existing dwellings and other proper- <br />ties at a reasonable COst, without undue burden on the land or resi- <br />dents within that area, would require the availability of a sewage <br />treatment facility with sufficient capacity to serve the area <br />tributary to the Old Village as described in the City Engineer's <br />Report an Old Village Area Sanitary Sewer Service for Lake Elmo, <br />Minnesota, 1977, (see figure 1, Page 7 of said Report) thereby, <br />spreading the cost of the system. <br />4. That such capacity appears to be available only through <br />Metropolitan facilities and/or grants-in-aid approved by the <br />Metropolitan Council for construction of a sewage treatment facility <br />for the said Old Village area of Lake Elmo or for expansion of the <br />existing Cimmarron plant for that purpose; <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of <br />Lake Elmo as follows: <br />1. That the Metropolitan Council is hereby urged and requested <br />to revise the Metropolitan Systems Statement for the City of Lake <br />Elmo to reflect the fact that there is a need for Metropolitan <br />sewage treatment facilities to serve the area tributary to the Old <br />Village as described in said engineer's report (see figure 1, <br />Page 7, thereof); <br />
