Minutes of Lake Elmo City Council Meeting, April 18, 1978. pg. 2 <br />County Rd. 6 Drainage: Engineer Dick Herald, Washington County and <br />City Engineer Noyes, discussed the drainage problem that <br />exists at Cty. Rd. 6 & Highway 212. Mr. Herald also dis- <br />cussed the plans for reconstruction of Cty. Rd.6 from 694 <br />to intersection with 212. <br />Motion by Mayor Armstrong 2nd by Councilman Shervheim to <br />authorize City Engineer Noyes to work with County Engineer <br />Herald to resolve the drainage problem that exists in area <br />of Cty. Rd. 6 & State Highway 2.12. Carried 5-0. <br />Raleigh Farm --Step One Program: Mayor explained his position on events <br />which occurred at the Raleigh Farm. He cited the items <br />that were to be resolved with the county board if the city <br />were to approve these buildings for use in the'Step One <br />Program. Because of the fire county was not in a position <br />to discuss the alternatives which they would pursue. <br />Mr. Schwab did not appear. <br />Annual Park Advisory Committee Report: Awards presented to individuals <br />and organizations who over the last year or last several <br />years assisted in some way with park development. Each <br />member of the committee presented a portion of the annual <br />report. Copy on file in city office. <br />Minutes: Motion by Councilman Shervheim 2nd by Mayor Armstrong to <br />approve minutes of Council meeting of April 4, 1978 as <br />submitted. Carried 5-0. <br />Claims: Motion by Councilman Shervheim 2nd by Mayor Armstrong to <br />approve payment of claims 78225 thru 78253. <br />Carried 5-0. <br />Street Lights: Motion by Councilman Pott 2nd by Councilman Shervheim <br />to approve transferring the cost of the streetlight on <br />20th. St. No, and Lake Elmo Ave. No.from 3M Club to city <br />street light account. Carried 5-0. <br />Street Sweeping: Clerkadvised that two bids were received for sweeping <br />the streets. T.A. Schifsky &Sons bid $35.00 per hour and <br />McPhillips bid $28.00. Awarded to McPhillips who will co- <br />ordinate with city crew as to when work should be performed. <br />Report from U.S. Dept. of housing -Subject Flood insurance. File referred <br />to counsel to determine our position since we have taken <br />exception to flood insurance report. <br />Demontreville Highlands: Letter of credit covering Lake Demontreville <br />Addition development is due to expire May 10, 1.978. City <br />to contact engineer and determine what items, as yet, are <br />not acceptable and advise developer what type of bond or <br />letter of credit is still required and for how long. <br />Bratsch: Request information on what the 1976 assessment should be for <br />the flood control project against lots 217 thru 226 Lanes <br />Demontreville Country Club. Clerk to advise that assessment <br />is not expected to exceed the previous assessment. <br />
