RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION CONCERNING WATER EMERGENCIES <br />ON LAKE ELMO LAKE <br />WHEREAS, flood waters resulting from recent heavy rains <br />have caused flooding throughout the City of Lake Elmo; and <br />WHEREAS, said flooding has resulted in substantial damage <br />being caused to property around Lake Elmo Lake in that a number <br />of septic systems (at least 11) some homes (at least 6) and a <br />number of driveways have been inundated; and <br />WHEREAS, it appears that the flooding of such septic systems <br />may also constitute a health hazard; and <br />WHEREAS, it appears that said flooding is caused by the fact <br />that the outflow of Lake Elmo Lake does not have adequate capacity; <br />and <br />WHEREAS, it appears that prior to the widening of County <br />load 17 (approximately ten (10) years ago) the outflow of Lake <br />;lmo was through a six foot stone archway which had been established <br />i.n 1902. This stone archway was partially blocked as part of <br />Lhe County Road project and an undersized culvert was inserted <br />through the expanded road as an extension of the archway; and as a <br />result the outflow capacity was substantially reduced; and <br />WHEREAS, the Valley Branch Watershed District has approved <br />the re -opening of the outlet of Lake Elmo Lake so as to make the <br />outlet at least equal in size to the inlet. The approval of <br />the Watershed District was given at its meeting of July 6, 1978, <br />at the time it approved other flood emergency measures as out- <br />lined in the attached letter to Washington County Board of <br />Commissioners dated July 7, 1978; and <br />WHEREAS, it appears that the re -opening of this outlet will <br />have to be performed by the Washington County Engineering <br />Department since it is underneath, and part of, the structure of <br />County Road 17: <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the <br />City of Lake Elmo as follows: <br />
