RESOLUTION CITY OF LAKE ELMO WASHINGTON COUNTY, MINNESOTA A RESOLUTION CONCERNING WATER EMERGENCIES ON LAKE ELMO LAKE WHEREAS, flood waters resulting from recent heavy rains have caused flooding throughout the City of Lake Elmo; and WHEREAS, said flooding has resulted in substantial damage being caused to property around Lake Elmo Lake in that a number of septic systems (at least 11) some homes (at least 6) and a number of driveways have been inundated; and WHEREAS, it appears that the flooding of such septic systems may also constitute a health hazard; and WHEREAS, it appears that said flooding is caused by the fact that the outflow of Lake Elmo Lake does not have adequate capacity; and WHEREAS, it appears that prior to the widening of County load 17 (approximately ten (10) years ago) the outflow of Lake ;lmo was through a six foot stone archway which had been established i.n 1902. This stone archway was partially blocked as part of Lhe County Road project and an undersized culvert was inserted through the expanded road as an extension of the archway; and as a result the outflow capacity was substantially reduced; and WHEREAS, the Valley Branch Watershed District has approved the re -opening of the outlet of Lake Elmo Lake so as to make the outlet at least equal in size to the inlet. The approval of the Watershed District was given at its meeting of July 6, 1978, at the time it approved other flood emergency measures as out- lined in the attached letter to Washington County Board of Commissioners dated July 7, 1978; and WHEREAS, it appears that the re -opening of this outlet will have to be performed by the Washington County Engineering Department since it is underneath, and part of, the structure of County Road 17: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lake Elmo as follows:
