Minutes of Lake Elmo City Council Meeting, September 5, 1978. pg. 3 <br />Roadways: Engineer is preparing list for Mn/Dot showing the miles of <br />roads broken down by Federal Hwy., State Hwys., County Hw,ys. <br />and local roads. This information along with a census <br />certification (as soon as received) has to be reported to <br />Mn/Dot so that• they can determine what aid we are eligible <br />for. <br />Motion by Councilman Morgan that we order the project for <br />an asphalt storm drainage .flume off Jane Road N. near <br />Lake Jane Trail, 2nd by Mayor Armstrong. Carried 4-0. <br />This is one project being considered for flood aid.. We <br />could be reimbursed up to $2,138.00. <br />Agenda: Motion by Councilman Pott 2nd by Mayor Armstrong to extend <br />adjournment to 11:00 p.m. to complete items on agenda. <br />CArri.ed 4-0. <br />Reminder of Fleod Control Meeting Wednesday September 6, 1978- 8:00p.m. <br />at Lake Elmo Elementary School. <br />Demontreville Highlands: Motion by Councilmanr:Pott 2nd by Mayor Armstrong <br />to authorize engineer to write letter to Derrick Company <br />giving them 20 days to complete the required items in <br />development agreement. If work is n6t°..complete city will <br />request collection of $20,000. bond and order the work <br />completed. Carried 4-0. <br />Leonard Anderson: Mr. Anderson advised that he could not live up to the <br />terms of the council. He maintained that the required bond <br />was not available. The mayor explained that he could sub- <br />stitute $3,000. deposited in an interest.bearing account for <br />the bond. Mr. Anderson advised that cost of house would be <br />$80,000. To put up the $3,000. he would have to take some- <br />thing worth $3,000. off the project. Claimed there were <br />five things in the letter that were not true. One is that <br />it states he was the only fee holder. He states he.is not, <br />that his brother is also a fee holder. Mr. Anderson advised <br />John Mueller that he had sold to a contractor who would re- <br />design the house and get together with the bldg. inspector <br />*ith his plans. (Jenner Construction--Roseville)--He continued <br />to pick apart letter._ Effective erosion control is one thing <br />he wanted clarified. After much discussion mayor and council <br />directed him to supply the $3,000. deposit by Friday, Sept <br />8, 1978, 4 p.m, and then get together with Building Inspector <br />regarding some changes he would like, if this is not done <br />final decision will be handed down by the judge when this <br />is heard in court -Sept. 20, 1978 <br />Industrial Bond Guidelines: L. Whittaker advised council that he and <br />Counsel Raleigh did not have an opportunity to update. <br />They asked council.if they had any points they objected to <br />in proposal of Aug. 8, 1978, they should list them. One <br />was reference to a specific company rather than fiscal agent <br />or financial firm. Mr. Whittaker will consolidate the pro- <br />posals and then submit it for .final. approval. <br />
