Minutes of the Lake Elmo City Council, .March 20, 1979 <br />-3- <br />C, Valley Branch Watershed District - Continued <br />j Whittaker feels the City could get a Surface Water Plan, design and <br />construct the project for the same price as the Preliminary Fund. <br />Hedgos feels the City has two alternatives: 1. a threes -way joint - <br />powers agreement with Lake Elmo, Oakdale, and West Lakeland; or, 2. <br />the Watershed Project. <br />Mottaz moved, Seconded by Morgan, to ask Valley :Branch to delay work <br />for one month, while the City makes further inquiries with the County, <br />Oakdale, and the DNR. Motion carried 5-0. <br />The Administrator is to send a letter to George Hedges, VBWD, before <br />March 22, 1979, explaining the views and position of the City, lie is <br />also to review previous cost estimates from the Engineer. Armstrong <br />moved, Seconded by Mottaz to invite VBWD to attend the City Council <br />meeting on Tuesday, April 39 1979 at 5 PM. Motion carried 5-0. <br />Armstrong moved, Seconded by Mottaz to call a Special Meeting of the <br />City Council on March 29, 1979, at 7:30 PM and invite Washington County <br />to participate. Motion carried 5-0. <br />D. Rudy Jensen - Irwin Court Culvert <br />The Council instructed the Administrator to negotiate for a drainage <br />easement with Mr. and Mrs. George Hedges, to alleviate the flooding <br />problems on Irwin Court and Mr. Jensen's property. <br />Pott moved, Seconded by Mottaz to approve tb,e preliminary fund for <br />Project 1005. Motion carried 5-0. <br />COUNCIL REPORTS: A. Mayor Armstronp - Charter Commission <br />Judge Forsberg will not reappoint new members to the Char�,ex Commission <br />if the City desires to exercise its option to do so. If the City does <br />not reappoint, the Court will; and dissolution of the Commission can <br />only be done by petition to the Court. Johnson moved, Seconded by Morgan, <br />to poll the newly selected members of the Charter Commission and .find <br />out who is interested in serving and who is interested in seeing the <br />Charter Commission continue; also attempt to secure canidates for the <br />two year terms and four year terms that are not filled. Motion carried. <br />4-1. Mottaz, Nay. This item to be on next months agenda. <br />Conflict of Interest Ordinance <br />Mayor Armstrong encouraged the Council to read the ordinance from Fridley <br />concerning conflict of interest; and consider adopting it for Lake Elmo, <br />South Pine Springs Estate - no comments <br />B. Councilman Johnson - Policy for Advisory Commissions <br />Johnson submitted a proposal for a policy covering all committees. This <br />policy will explain to the committees what is expected of them. <br />Johnson moved, Seconded by Armstrong, to adopt the proposed advisory <br />committee policy. Motion carried 5-0. Councilman Johnson will serve <br />as Council liaison on the Water Surface Use Committee. (Copy of the <br />policy is attached to and hereby becomes a part of these minutes.) <br />D. Councilman Morgan - Council Advisor, Committee <br />Morgan distributed a copy of the objectives and criteria for the Council <br />Advisory Committee, along with the names of individuals interested in <br />serving. The Council will review this and comment at a later date. <br />Johnson. moved, Seconded by Armstrong to approve Ed Nielson as Chairman <br />of the Park Commission. Motion carried 5-0. <br />
