LAKE ELMO CITY COUNCIL MEETING, APRIL 15, 1980 —2— <br />VALLEY BRANCH WATERSHED — PROJECT 1006: Lake Elmo's share will be $6,000, <br />Valley Branch Watershed District — $6,000, Washington County — $9;000, <br />/ West Lakeland — $3,000, and 3m - $6,000. <br />Mottaz moved, seconded by Armstrong, to have Lake Elmo join the <br />petition for Project 1006, with West Lakeland, A Washington County, <br />and Valley Branch Watershed District, for an amount not to exceed <br />$6,000 for Lake Elmo's share. Motion carried 3-0-1, with Morgan <br />abstaining. Before Morgan would reconsider voting for a petition, <br />he would like to see Valley Branch Watershed District put more <br />effort into preventing water throughout the watershed from coming <br />into Lake Elmo; also, some proposals projecting how potential water <br />problems can be resolved if and when they arise. <br />Armstrong urged Valley Branch to consider wetland storage areas and <br />promote informing residents these areas can be removed from the tax <br />rolls if they are retained as such. Also, all petitioners to be <br />consulted prior to Valley Branchs° determining a method of assessment. <br />Pott returned at 6:15 p.m. <br />Novak would like to see Valley Branch execute their philosophy, <br />by studying and, when possible, acquiring potential storage areas; <br />so when the need arises, preliminary information is available. <br />COUNCIL REPORTS: A. Park Rentals — The Council will consider the revised <br />rate schedule at the next meeting. <br />B. Tennis Courts and Park Shelter — These specs are now out for bid. <br />C. Sunfish Park Gate — Morgan recommended the City negotiate with <br />Mr. Ringwalski to continue the opening and closing of Sunfish Park <br />gate. Morgan will talk with him. The Council had no objection. <br />D. Seeler Property — The Administrator will call Mr. Seeler and see <br />what the status of the land purchase is. <br />E. CB Radios — Bids taken on the CB Radios were deemed void due <br />to FCC Regulations on selling 23 channel equipment. New bids were <br />secured on the salable units. <br />Mottaz moved, seconded by Armstrong, to accept the high bid of $51.50 <br />for the CB Radios. Motion carried 5-0. <br />AG PRESERVE BILL: Armstrong reported this bill has been signed into law. The <br />Administrator has contacted Representative Levi for a copy of the <br />bill. <br />PLANNING COMMISSION APPOINTMENT: <br />The Council interviewed Mr. Dick Hesse and Mr. Leroy Forsblad. <br />Birger Olson and Scotty Lyle will be interviewed at the next <br />Council meeting. All candidates will be sent an application form <br />and be interviewed before the Council makes a decision. <br />Mr. Forsblad requested the Council install a weather warning siren <br />at Cimarron. The Council took this under advisement. <br />PUBLIC INQUIRIES: A. Dan Collyard — Legion Pond — Dan Collyard, resident on <br />Legion Avenue N., asked the Council what progress has been made towards <br />diminishing the flooding on Legion Pond. Several septic systems are <br />threatened. <br />
