LAKE ELMO CITY COUNCIL MEETING, AUGUST 19, 1980 <br />-4- <br />'E. Klondike Turn -around .- The County is fencing in the Park, <br />thereby,ang ut the City's to:rn-around for the snow pjows, <br />grader, and school buses at the end of Klondike. The <br />Administrator recommended asking the County for the right-of-way <br />for the turn -around; or ask that they move their fence in 100' <br />into the park, thereby, providing an adequate turn -around for <br />City vehicles and buses. <br />Novak briefed the Council on her contact with the County, as <br />the County property runs in front of their home. She suggested <br />the City get a deed for the street that is used as a City <br />street. The City does not have clear title to the street. <br />Armstrong moved, seconded by Pott, to authorize the Administrator <br />to negotiate with.the County on placement of the fence and <br />authorize up to $200 to cover the cost of the fence. Motion <br />carried 4-0-1., Novak abstaining. <br />F....Beute'f Pond - Councilman Pott reported that the new con- <br />tractor's price is $3,500 ($1,500 less than. previously quoted). <br />The State has responded, and are willing to participate in <br />the cost of the project. The Engineer will inspect the old <br />pipe,.determine what needs to be replaced, and order the pipe. <br />The City may, be able to purchase the pipe under Washington <br />County's contract. All work should be complete by the next <br />meeting. <br />( The State and the railroad'11ave indicated they will share <br />l in the cost. The Administrator will forward the plans to them. <br />The Administrator informed the Council that a major portion <br />of the Beutel Pond assessment area is in Green Acres. <br />BUDGET RESERVES: The Council reviewed the table. A Parks Capital <br />Projects Fund summary is not available yet. The Council generally <br />agreed $20,000 per year is a realistic amount for. Maintenance <br />equipment. The Council did not want the proposed plan to serve <br />as an expenditure plan. The Council agreed that the $16,557.71, <br />in Park Development Reserve, should be left in Reserves. All <br />other Reserve transfers were alright with the Council. The <br />Administrator will draft a resolution on 1981 Budget Reserves <br />for the next meeting. <br />FIRE DEPARTMENT RADIOS: Bruce Kuettner has three bids to purchase two <br />band --held portable radios. Low bid i_s $1,120 per radio. This <br />is budgeted under the Fire Department Capital Equipment Purchases <br />for 1980. <br />Morgan moved, seconded by Mottaz, to authorize the purchase of <br />two hand-held radios, for the Fire Department, at a cost of <br />$11120 each. Motion carried 5-0. <br />BREAK <br />C P.RELIMINARY BUDGET: Armstrong moved, seconded by Morgan, to hold a <br />Special Budget Meeting August 28, 1980, at 1 p.m. Motion <br />carried 5-0. The Council will meet at noon for lunch before <br />the meeting. <br />
