LAKE ELMO CITY COUNCIL MEETING, AUGUST 19, 1980. <br />-5 - <br />CCNSERVANCYf REGULATIONS: Mottaz does not think there is adequate <br />deta:E.l, or defination in several areas of the regulation. He <br />will give his comments to the Administrator for review by the <br />Planner. <br />SURFACE WATER USE/DNR ACCESS: The Administrator recommended the <br />Council define the following issues at the Water Surface Use <br />and public information hearing: 1. The Citys position on <br />lake accesses and the ordinance that is recommended,to the <br />public and 2. Ask the residents if the they want to go <br />further in regulating themselves to control the general <br />nuisance created by public accesses. The Council agreed. <br />OFF ROAD VEHICLE ORDINANCE 7915: The Council reviewed the proposed . <br />Snowmobile Ordinance. Pott suggested deleting the last <br />sentence of the Intent. The Council would like the City <br />.Attorney to define what part of the old Ordinance this re- <br />places and if all the previous regulations are included. <br />This will be considered at the next meeting. <br />ADMINISTRATOR'S REPORT: <br />A. Delinquent Bills - Verlin Hanson, Ridgeway Drive - <br />The Council is required to hear Mr. Hanson before his assessment <br />is attached to his tax statement. <br />Armstrong moved, seconded by Morgan, to set a hearing for <br />Mr. Verlin Hanson, at 7:45 p.m., on September 16, 1980. A <br />hearing on his assessment for Ridgeway Drive Vacation. <br />Motion carried 1-0. <br />B. Revenue Sharing Budget Hearing: Morgan moved, seconded by <br />Armstrong, to hold a hearing on Revenue Sharing Budget, at <br />8:00 p.m., on September 16, 1980. Motion carried 5-0., <br />C. Quotes on Fire Hall Entrance - The Administrator will <br />secure quotes front local blacktop driveway contractors. <br />Armstrong moved, seconded by I,-Iorgan, to authorize up to $550 <br />to pave the Fire Hall entrance. Motion carried 5-0. <br />D. League of Cities Building - The Council will discuss this <br />at the Budget meeting. <br />E. Animal Control - North St. Paul has agreed to let Lake <br />Elmo contract the use of their equipment provided the insurance <br />question permitting Jerry Dalberg to use their truck and <br />equipment is worked out. The Administrator will write North <br />St. Paul requesting same. <br />F. Seel.er Land Sale - No Council interest. <br />G. Auditors Contract, 1981 - The Council recommended the <br />Administrator secure quotes from other firms. This will be <br />C discussed at the budget meeting. <br />II. Civil Defense - No Civil Defense Director has been found. <br />The Administrator recoimnends that the City meet wit: the Fire <br />Chief, School District, Cimarron, and the Sheriff, and develop <br />an evacuation plan. <br />
