LAKE ELMO CITY COUNCIL MEETING, DECEMBER 16, 1980 -4- <br />Little Sunfish Lake Flood Relief - This project consisted of <br />pumping ffood waters from Little Sunfish Lake to the West <br />Lakeland Storage site. Two methods of assessment were discussed: <br />the previous City method of assessment using parcel size and <br />imperviousness; and, also, the area method. <br />Armstrong moved, seconded by Morgan, that the Council recommend <br />that Little Sunfish Lake improvement be assessed by the area <br />method. One resident of the Cimarron Mobile Home Park expressed <br />concern that the assessment to the owners of Cimarron Park will <br />just be passed on to the residents in the form of higher rental <br />charges and even after the assessment is paid the higher rental <br />charge will still be in force. The Mayor stated that the benefit <br />is to the property and not the the various owners of the property; <br />therefore, the assessment can only be made against the property. <br />The Administrator suggested that perhaps, to avoid a rent <br />increase due to the assessment -the Homeowner's Association could <br />collect the money themselves and offer to pay up the assessment in <br />full to the owners of Cimarron Park. Motion carried 5-0. <br />B. Brookman�Addition - Accept Improvements - The Engineer reported <br />to the Council that the improvements to Brockman Addition are <br />complete and acceptable and that the record drawings and <br />Engineer's Certificate have been received. The Engineer stated <br />that except for some outstanding pass through costs, Brockman <br />Addition was complete and that the bond could be released. The <br />Council discussed their understanding of the improvements to <br />Brockman Addition should have contained a water storage pond. <br />The Engineer explained that the approved plans which are on <br />file with the City show the storage pond to be constructed in <br />the second phase of construction. Pott's motion to accept the <br />improvements for Brockman Addition died for lack of a second. <br />This item will be passed on to the new Council for their con- <br />sideration. <br />C. DeMontreville Highlands 5th & 6th Additions - The Engineer <br />reported that the improvements had previously been accepted; how- <br />ever, a $5,000 bond was retained to cover cleanup items. The <br />Engineer reported that these cleanup items have now been completed. <br />The Administrator reported that some of the pass through costs <br />for engineering have not yet been paid by the developer. Also, <br />-there is still a question regarding the placement of street signs <br />and an easement fora park trail. The Engineer computed these <br />outstand-ing-items_to total approximately $2,000. <br />Morgan moved, seconded by Mottaz, to reduce the improvement bond <br />to $2,000 to cover street signs, insure the trail easement is <br />cleared up and to cover pass through costs. Motion carried 5-0. <br />D. Water System Map - Pott moved, seconded by Armstrong, to <br />authorize the Engineer to develop a Water System Map for a cost <br />not to exceed $325. Motion carried 5-0. <br />
