LAKE ELMO CITY COUNCIL MEETING, FEBRUARY 17, 1981 <br />-5- <br />PLANNING COMMISSION RECOMMENDATIONS: <br />C. Preliminary P1at Approval -First Addition, F. J. Crombie Estates - <br />The Counci3 reviewed the Planning Commissions recommendation <br />to approve the Preliminary Plat. They discussed ponding <br />and agreed an easement should be provided for a ponding area <br />between Lot 2, 1st Addition and Lot 1, 2nd Addition at the time <br />the 2nd Addition would develop. Mottaz questioned the lot <br />frontage requirement and right-of-way access. This will be <br />clarified before final plat approval. The Council also agreed <br />that the outlots should become a legal part of the adjacent <br />lot description. The City Attorney will determine how the <br />outlots can be legally bound and described as part of the lot. <br />Mottaz moved, seconded by Novak, to adopt R-81-13,.-approving <br />the Preliminary Plat for F. J. Crombie Estates, 1st Addition <br />provided: <br />1. the lots and outlots can be deeded as one parcel; <br />2. the drainage easement will be provided; <br />3. the r-o-w meets the County standards; <br />4. Valley Branch approves the drainage plan; <br />5. the ponding area be created upon approval of the-2nd Addition. <br />Motion carried 4-0. <br />ADMINISTRATOR''S REPORT: <br />A. Building Code Amendment - Tabled until March 3, 1981. <br />B. Building Permit Fees - The Council reviewed the proposed <br />fee schedule. The Administrator recommended adopting the <br />current schedule with the exception of the well and pump fee. <br />(The City does not provide a service for this fee.) The <br />Council tabled action until March 3. <br />C. Cimarron Cable TV - Administrator Whittaker reported that the <br />conflict between the Cable Board and Harbor Vision has not been <br />resolved. Harbor Vision will not cease operation until they <br />receive official notification from the Cable Board. The Cable <br />Board has not officially ruled on this matter as Harbor Vision <br />had agreed to voluntarily cease operation the end of January. <br />The Council instructed the Administrator to write the Cable <br />Board and request they officially notify Harbor Vision they are <br />an illegal system and should cease operation. <br />D. Special Purchases <br />1. Sink & cabinet - New Garage - The Council agreed with the <br />Administrator's recommendation that these items should be <br />budgeted for in 1982 or as a part of the City Hall project <br />if it is at the landfill. <br />2. Deisel tank & pump - New Garage - The Council agreed <br />to budget for this item in 1982. <br />3. File Cabinet - City Office - <br />Mottaz moved, seconded by Novak, to authorize the Administrator <br />to purchase a new file cabinet for the City Office. Motion <br />carried 4-0. <br />
