CITY OF LAKE ELMO COUNCIL MEETING, MARCH 17, 1981 <br />-11- <br />ADMINISTRATOR'S REPORT: <br />D. Civil Defense Sirens - Tri-Lakes Area - Administrator <br />Whittaker said he is in receipt of several signed petitions from <br />residents in the Tri-Lakes area requesting Civil Defense Sirens <br />and agreement to pay 1/2 the cost of same. The Administrator <br />said that on the basis of these petitions the Council could <br />order a feasibility study and hold an assessment hearing. <br />Fraser asked who initiated this proposal and said she would like <br />some assurance that a substantial number of residents desire <br />sirens to justify the expenditure. <br />Renate Paulson, Civil Defense Director, said she visited about <br />24 homes in the area, and received a positive reaction to <br />installing the sirens and sharing in the cost. ($15 per residence) <br />The Council discussed the circumstances under which a siren would <br />be used, cost estimates and location sites. Molly Hedges said <br />she sent a form out with the Birchback asking interest in a <br />Civil Defense Siren for the Tri-Lakes area. She noted that <br />no response was received. 30 responses were received on a <br />similar questionaire in the Newsletter. <br />The Administrator said he will put an article in the Newsletter <br />requesting petitions for Civil Defense Sirens in the Tri-Lakes <br />area and indicate that assessment costs will be considered at <br />an assessment hearing. The Council agreed. <br />E. MAMA 1"4eeting - No Council interest. <br />F. Dog Training - Regional Park - The Administrator asked if the <br />Council had any objection to the County permitting dog training <br />courses in the Regional Park. <br />Mottaz moved, seconded by Fraser, to send the County a letter <br />stating the City has no objection to this use provided this use <br />is included in the 14% maximum usage of the park. <br />G. Surface Water Use Ordinance - DNR Comments - Action postponed <br />H. Policies & Procedures - Parlc and Planning Commission - <br />Action postponed <br />I. City Engineer - Business Association Meeting - <br />The Council agreed that the City Engineer should attend the next <br />Business Association meeting. <br />J. Licenses: Mottaz moved, seconded by Morgan, to approve the <br />following licenses: Woodbury Mechanical, Inc., Sewer Installer <br />1988 Stanich Ct., St Paul, and John Jenetta, 4689 Geneva, St. Paul <br />?Motion carried 5-0 <br />
