LAKE ELMO CITY COUNCIL MEETING, MARCH 3, 1981 -2- <br />Brookfield II - Bohrer said the Council will noed to determine <br />the percentage of impervious surface allowed before development <br />begins. Don Raleigh indicated that 60o impervious surface was <br />designed for the plat. The Council agreed with this figure. <br />Mayor Eder said consideration will need to be given to the location <br />of the pond, as the Century 21 building, adjacent to this area, <br />is lower than the minimum building elevation required. Bohrer <br />said the elevation of the building may limit the height of diking <br />around the pond or that an alternate construction method could be <br />used. Eder suggested the Council require the developers put in <br />ponding adequate to serve the Brookfield II building, then review <br />the ponding and drainage plan for the remainder_ of the plat. <br />The Council agreed. <br />The Council discussed the Brookfield II, Phase II building, its <br />parking, drainfield area, building size and impervious area. Don <br />Raleigh suggested the Engineer calculatq.exactly, the impervious <br />surface for Phase. I and II, then, set this as the standard. <br />Kelly Brockman recommended the Council review the standard for <br />parking space size. The Council agreed. <br />Mottaz moved, seconded by Fraser, to accept the recommendations <br />and stipulations of the Planning Commission for Brookfield II with <br />the additional stipulation that the Administrator and the Engineer <br />work with the developers and their engineer on the imprevious <br />surface percentage and drainfield area. Motion carried 4-0. <br />B. Brockman Simple Lot Division: The developers are requesting <br />to split a 4.7 acre parcel into a 3.2 acre lot for the Brookfield <br />II building and a 1.5 acre saleable parcel. Novak expressed <br />concern about the size of the drainfield area for Phase II and <br />the possible need for additional land. Don Raleigh stated that <br />if the perc tests are not adequate for Phase II they would fore- <br />go Phase II construction. <br />Mottaz moved, seconded by Eder to adopt R-81-14, approving the <br />simple lot division for Brockman Addition. Motion carried 4-0. <br />C. Joint Council/PZC Meeting - The Council agreed to a joint <br />Council/PZC meeting on March 23, 1981, at 7:30 p.m. <br />PUBLIC INQUIRIES: <br />A. Nick Patti - CUP for Patti Homes - Mr. Patti explained the <br />past situation between Patti Homes, Equity Homes and AAA Homes. <br />Presently, these is no business operating on the Patti Homes <br />property. Mr. Patti is requesting a CUP to operate Patti Homes. <br />He stated, should they sublease the property or business, they would <br />and- amend assume responsibility for the leasing party*or they would require <br />3 17/81 the leasee to apply for a CUP in their own name. Patti Homes is <br />presently doing business in Fridley. <br />
