LAKE ELMO CITY COUNCIL MEETING, MARCH 3, 1981 -3- <br />PUBLIC INQUIRIES: Mayor Eder expressed concern about the location <br />of the trailers and their proximity to Highway 12 right-of-way. <br />Mr. Patti said he plans to put 12 units on the property then <br />try to sublease it. The Council informed Mr. Patti that a <br />CUP is not transferable; and anyone he would lease to would have <br />to apply for a permit in their own name. Patti Homes would then <br />relinquish their permit. <br />The Council asked to review the Patti Homes file and their <br />sketch plan before taking action. They requested Mr'. Patti <br />come back at 9:15 p.m. <br />ENGINEER'S REPORT: <br />A. Waterline Extension - Engineer Bohrer reviewed the Feasibility <br />Study. The City .received.another petition,,,from Gene Peltier, <br />for extending the waterline. <br />The total estimated project cost for the watermain and service <br />is $74,640. Much of the cost is attributed to the location <br />of the line (along the westerly r-o-w of Lake Elmo 'Avenue) and <br />because the benefitting property is only on the east side of <br />Lake Elmo Avenue (Lake Elmo lies to the west). 450 of the cost <br />is for restoring Lake Elmo Avenue after construction. The <br />Engineer then reviewed pressure flow, pipe size alternatives and <br />his recommendations. <br />The Council discussed the possiblity of running the line along <br />the east side of Lake Elmo Avenue. <br />Fraser moved, seconded by Novak, to adopt R-81-15, a Resolution <br />to accept the petition from Gene Peltier., combine the three <br />petitions for the watermaini extension, accept the Feasibility <br />Study, and order a public hearing for March 17, 1981, at 8 p.m. <br />Motion Carried 4-0. <br />B. 1981 TKDA Wage Schedule - The Council reviewed the wage <br />schedule and expressed no objection to the schedule as presented. <br />C. MSA #1 - Engineer Bohrer reported that the City is eligible <br />for $215,000 in MSA funds '. He advised the Council this is <br />the time of year to designate the streets that are eligilble for <br />funding, and that delay in action could result in a 6.70 loss <br />of funds. <br />Fraser favored a workshop session to familarize the Council with <br />eligible streets, County plans and an over-all street plan. The <br />Council agreed. <br />The Council decided to discuss MDS funding and roads with the <br />Planning Commission at their joint meeting March 23. <br />D. Policy - Ponding for Buildings in Subdivision Where Not <br />Provided - Overall Drainage Plan for the Old Village. - Administrator <br />Whittaker reviewed current policy covering site and building plan <br />re-Tiew of areas where no on -site ponding was provided during platting, <br />
