LAKE: ELMO CITY COUNCIL MEETING, MARCH 3, 1.981 <br />-4- <br />D. Policy - This policy only applies where ponding 'was not <br />provided through the subdivision or other public action. The <br />( Council agreed to continue with the present policy until an over- <br />all drainage plan for the Old Village is developed. <br />E, Heaters - Maintenance Garage - Engi:neer. Bohrer reported <br />that the heating unit that services the break/lunchroom area <br />in the new Maintenance Garage is not operating efficiently. <br />According to the engineers calculations the unit should be <br />adequate to heat the area. He cited two daems that need to be cor- <br />rected by the contractor before a final. determination can be <br />made. First,,_ the weatherstripping around the garage doors <br />in inadequate, and second, the switch in the forced air unit <br />is defective. He recommended reevaluating the situation after <br />these items have been corrected. The Council agreed, and <br />instructed the Administrator tc send a letter to the contractor <br />stating the City feels he is responsible for heat loss in the <br />building and compensation for this loss is in order. <br />OLD BUSINESS: A. Ordinance: --Amending Sec. 501, Adopting the 1979 <br />State Building Code - The Council reviewed the proposed Ordinance,, <br />as recommended by the Building Inspector. <br />Fraser moved, seconded by Novak to adopt Ordinance 7923, an <br />Ordinance amending Section 501 of the Lake Elmo Municipal Code <br />relating to the Minnesota State Building Code. Motion carried 4-0. <br />B. Fees - The Council reviewed the proposed resolution. <br />Mottaz moved, seconded by Novak to adopt R-81-16, establishing <br />the fees for licenses and permits required by the 1979 Municipal <br />Code of the City of Lake Elmo. Motion carried 4-0. <br />C. Collyard/Burgoyne Sewers - Administrator Whittaker reviewed <br />the previous Council action on septic repair and upgrading for homes <br />Legion Pond. Mr. Collyard and Mr. Burgoyne have requested that <br />they be granted the same length of time, until July 1., 1981, to <br />bring their septic systems into conformance with the City re- <br />quirements. <br />Mottaz moved, seconded by Novak, to extend the time period to <br />July 1, 1981, for Dan Collyard and Jeff Burgoyne to bring their <br />septic systems up to Code. Motion carried 4-0. <br />OFFICE REMODELING: Administrator Whittaker reported that another <br />alternative is available for the City Office. Don and Roger <br />Meyer have agreed to sell the property next to their warehouse <br />on Lk. Elmo-Ave(the Old Town Hall site), The Administrator <br />said this would be adequate to accomodate the size building <br />being discussed, and also meet future expansion and parking <br />needs. A purchase price should be available by March 17, <br />He also reported that the Business Association passed a motion <br />encouraging the Council to keep the City Office in the present <br />downtown area and opposing the landfill site. Several inquiries <br />have been made about renting or selling the .City Office uilding. <br />
