LAKE ELMO CITY COUNCIL MEETING, MARCH 3, 1981 <br />Q. <br />ADMINISTRATOR'S REPORT: <br />A. Surplus Property - Gopher Machine - Mayor Eder gave the <br />background on this machine. The Council agreed that there is <br />no need :t-o.keep the machine and recommended advertising its sale <br />in the Newsletter. <br />Mottaz moved, seconded by Novak, to authorize the Administrator <br />to sell the surplus Gopher Machine and a Toro Stalk Chopper. <br />Motion carried 4-0. <br />B. Clean -Up Days - <br />Mottaz moved, seconded by Novak, to set May 9, 1981, as Clean -Up <br />Days. Motion carried 4-0. <br />C. Load Limits - <br />Mottaz moved, seconded by Fraser, to accept the load limits, as <br />presented. (copy attached) Also, the Council instructed the <br />Administrator to draft a policy authorizing the Administrator, with <br />the help of the Maintenance Foremen, to set, approve, and post <br />load limits. Motion carried 4-0. <br />D. Personnel Policy - Novak requested that page 5 be rewritten <br />and clarified. The Administrator will revise this section. <br />Administrator Whittaker asked the Council to consider.putting <br />Ken Carroll in the pay classification of Light Equipment Operator, <br />this would raise his hourly wage from $6.75 to $7.50 per hour.. <br />M2; ., Carroll :is presently doi riq " the '-job of a Light <br />Equipment Operator..=_Whittaker said he would still be _classified " <br />as a General Maintenance Operator, He feelsthis would be a <br />fair compromise,, as the current starting pay for LSO's is $7.80/hr. <br />Novak agreed that Mr. Carroll's description should be reevaluated; <br />but did not feel it was appropriate to do so before the regular <br />evaluation period in August. <br />Fraser feels this is a reasonable request in light of the <br />responsibility Mr. Carroll has assumed during the past several <br />months, and feels his classification, job description and pay <br />should be commensurate with his work. <br />Mottaz did not favor changing Mr. Carroll's classification and <br />feels the entire situation should be reevaluated. <br />The Council discussed Mr. Carroll's responsibilities, job clas- <br />sification and pay. The Council agreed a fair compromise would <br />be a General Maintenance Operator classification, at current <br />mid point pay of $7.15/hr. <br />Fraser moved, seconded by Eder, to increase Ken Carroll to the <br />current mid -point wage for General Maintenance Operator of $7.15/hr. <br />Motion carried 4-0. <br />Mayor Eder appointed Councillors Fraser and Novak to serve on <br />the Personnel Committee to review the :personnel policy. <br />
