LAKE ELMO CITY COUNCIL MEETING <br />MAY 5, 1981 <br />Ir2 <br />ENGINEER'S REPORT: <br />A. Well #2 - Engineer Bohrer <br />second City well and reported <br />Office well, per the Council's <br />indicated that the office well <br />of nitrates that were found in <br />reviewed the background for a <br />on the water testing of the City <br />instructions. The test results <br />did not contain the high levels <br />well #2. <br />Mottaz recommended that consideration of Lake Elmo Hardwood's <br />well be abandoned and that the City study and consider the pos- <br />sibility of drilling another well. <br />The Council discussed the well, causes of contamination, and future <br />water needs for the City. The Council, then, instructed the <br />Engineer to prepare a report on alternatives for providing a <br />second water supply. <br />B. MSA Project - The Engineer reported that the balance in <br />Lake E m� o s MSA account is approximately $215,000. He reviewed <br />the two road segments that have been considered for improvement, <br />and outlined the estimated bonding obligations. He reported <br />that if both segments (Keats Ave from Hwy 36 to 47th Street and <br />45th Street, Julep and 47th Street) were constructed, approximately <br />$250,000 would have to be bonded. <br />The Council discussed the 30 MPH curves on 45th, Julep, and 47th <br />Street with the Engineer recommending that the City pass a resolution <br />requesting a variance for the lower design speed (40 MPH curves <br />is required); and suggested he report back at the next Council <br />meeting with alternative methods of financing the program. The <br />Mayor stressed that the City's intent in applying for a reduced <br />design speed is to reduce the amount of right-of-way required for <br />the two corners. He stated a prime concern in the Ag Preserve Act <br />is to keep prime farm land in production; and it is the intent of <br />Lake Elmo to comply with this, therefore, a variance for 30 MPH <br />curves is needed. The Mayor also suggested a 25 MPH design which <br />could be compromised up to 30 MPH, if necessary. The Engineer <br />stated that a 25 MPH design would not be approved by the Variance <br />Committee and suggested that the minimum applied for be 30 MPH. <br />The Mayor will contact the Met Council and request their support <br />for the lesser design curve. <br />Mottaz moved, seconded by Fraser, to adopt R-81-32, A Resolution <br />requesting a variance from the required 40 mph design speed for <br />45th Street, Julep, and 47th Street, and instructing the Engineer <br />to prepare a report outling the methods of financing the two mile <br />project from Highway 36 to 45th Street.
