LAKE ELMO CITY COUNCIL MEETING <br />MAY 5, 1981 <br />Ira <br />INDUSTRIAL REVENUE BONDS - BROOKFIELD COMPANY: <br />The Council reviewed the proposed resolution. Administrator <br />Whittaker explained the resolution authorizing an application to <br />the State for approval of such bonds. The Council discussed <br />the provisions and limitations of these bonds with the Brookfield <br />representatives. <br />Fraser moved, seconded by Novak, to adopt R-81-34, A Resolution <br />giving preliminary approval to a project under the Municipal <br />Industrial Development Act; referring the proposal to the Commissioner <br />of Securities for approval; and authorizing preparation of neces- <br />sary documents. <br />Discussion: Don Raleigh assured the Council that the City is under <br />no obligation by approving these bonds and recommended that the <br />Administrator seek another legal review of the documents. <br />Motion carried 5-0. <br />Mottaz requested that the Council be given all available information <br />on the Revenue Bond Act. <br />OLD BUSINESS CONTINUED: <br />C. DeMontreville Access - The Council reviewed a letter fiom <br />Derrick Land Co..coticerning the proposed DNR parking lot and <br />launch area in DeMontreville Highlands 5th Addition. The City <br />supports locating a parking lot in the area proposed, but has no <br />control over any agreement between Derrick Lank, Frank Kubecheck, <br />and the DNR. The Park Commission has not, formally commenteU on <br />this proposal, but Councillor Morgan indicated that they feel this <br />parking area is appropriate and necessary. He will initiate <br />action to have the Park Commission meet with the DNR, Mr. Kubecheck, <br />Derrick Land and the DeMontreville area residents at the next <br />regular Park Commission meeting, May 27. <br />Should this parking area be developed, the present City access <br />would be eliminated, also the present parking area may need to be <br />removed. The present access was intended for temporary use until <br />the DNR developed a permanent one. <br />Greg Fouks, resident on DeMontreville Tr. suggested posts be <br />placed in the shoulder north of the present access to prohibit <br />parking. The Administrator will contact the County Engineer <br />about this suggestion and about taking out the present paved <br />parking area once the proposed parking lot is complete. He will <br />also notify Roger Derrick about the Park Commission meeting. <br />The City received a request from Mr. Kubecheck that "No Parking" <br />signs be posted around the 53rd Street cul-de-sac of the 5th <br />Addition. <br />Mottaz moved, seconded by Novak, to post "No Parking" signs on <br />53rd St. N. Motion carried 5-0. <br />D. ATC in City Parks for Handicapped Use - Morgan reported that <br />the park commission decided that the current policy should nDt be <br />changed to allow the use of all terrain vehicles in City Parks <br />by handicapped persons. They still feel the limestone paths will <br />accomodate handicap use of the parks, <br />
