LAKE ELMO CITY COUNCIL MEETING <br />MAY 5, 1981 <br />COUNCIL REPORTS: <br />A. Mayor Eder - Highway 12, 50 MPH Speed - <br />Mayor Eder suggested the City request Mn DOT adopt <br />limit on Highway 12 until the highway is brought up <br />standards. <br />a 50 MPH speed <br />to freeway <br />Mottaz suggested that the City request stricter enforcement of the <br />55 MPH limit and that signs be posted indicating that this limit <br />is strictly enforced. He also recommended that a letter be <br />sent to surrounding communities indicating Lake Elmo's action and <br />requesting they convey the same request to Mn/DOT. <br />The Council agreed with Mottaz's suggestion and instructed the <br />Administrator to contact the necessary agencies. <br />Lake Elmo Speed Zone - The Council discussed the dangerous <br />school crossing on Highway 5 for Lake Elmo Elementary. Mayor <br />Eder asked that the Council adopt a resolution requesting the <br />Highway Department to install a School Zone sign. <br />Morgan moved, seconded by Mottaz, to adopt R-81-33, a Resolution <br />requesting the State Highway Department install a "School Zone" <br />sign indicating 20 MPH when children are present on Highway 5 <br />in the area of Lake Elmo Elementary School. Motion carried 5-0. <br />B. Councillor Fraser - No report <br />C. Councillor Morgan - Midland Meadows- The developers have re- <br />quested an extension for completion of their plat. <br />Mottaz moved, seconded by Morgan, to adopt R-81-35, a Resolution <br />granting an extension of the Preliminary Plat for Midland Meadows <br />for 12 months. Motion carried 5-0. <br />Midland Meadows - Park Dedication - Morgan reviewed the Park Com- <br />mission's recommendation that a 1 1/2 acre lot fulfill the park <br />donation and not require additional cash. He explained the lot <br />is a choice treed parcel with an estimated value of $28,000. The <br />Park Commission felt that the value of the lot equalled the park <br />donation even though it did not meet the total land requirement. <br />The Council agreed to accept the recommendation of the Park Com- <br />mission. <br />Morgan moved, seconded by Mottaz, to accept the recommendation of <br />the Park Commission and accept a 1 1/2 acre lot without requiring <br />additional cash to fulfill the park donation for Midland Meadows. <br />kAmended the cash value of the lot equalled the amount <br />to read" of the park donation. Motion carried 5-0. <br />Phere was <br />jeneral Reid Park Survey Morgan reported that the Park Commission has <br />agreement" no*plans to Reid Park. Fraser asked if the Commission will <br />5/19/81 consider a wooden wheelchair ramp when trail construction is dis- <br />cussed. Morgan said he will pass this suggestion on to the Park <br />Wnended Commission.* insert existing -to read"the Park Commission has no <br />3/19/81 existing plans"..... <br />Councillor Morgan was excused at 10:30 p.m. <br />
