LAKE ELMO CITY COUNCIL MEETING, JUNE 0�' 1981 <br />Demontreville Access Continued - The Council reviewed the proposal <br />for -a par ing lot in Demontreville Highlands 5th Addition. <br />Morgan stated that the Park Commission felt a parking lot <br />would be more manageable than roadside parking. <br />Frank Kubicheck, lot owner negotiating with the DNR, reviewed <br />the communication he has had with the DNR during the past year. <br />He said the offer the DNR made for the lot was considerably <br />less than they indicated a year ago, when they first approached <br />him; and, said the access would have a substantial impact on <br />the value of the remaining lots. At this point, her:is unsure <br />about selling the lot to DNR. <br />Residents in the audience preferred`stricter enforcement or <br />towing rather than a parking lot. Several Council members <br />felt that a parking lot would provide better control and <br />enforcement. The Administrator will ask.�the City Attorney <br />about the legal ramifications of towing. It was suggested <br />that guard rails be installed along the road to eliminate <br />the shoulder area. <br />Fraser moved, seconded by Morgan, to install additional "No <br />Parking"signs along Highland Trail, as petitioned. <br />Discussion: All the petitioners were present and stated they <br />were aware and agreed that "No Parking" pertained to residences <br />in the no parking areas also. Motion carried 5-0. <br />i Mottaz moved, seconded by Morgan, to instruct the Administrator <br />to send a letter to Joe Alexander and copy it to the legislators <br />explaining the history of the Demontreville access question <br />and ask for their assistance in expediting a remedy on the' <br />parking problem along Lake Demontreville; and encourage the <br />State to make a concerted effort to provide funding for <br />enforcement of regulations for public accesses. Motion carried 5-0. <br />The Council would also like a more detailed plan of the proposed <br />parking area. <br />Eder moved, seconded by Morgan, to send a letter of response <br />to Roger Derrick indicating the Park Commission recommendations. <br />Motion carried 5-0. <br />Greg Fouks and Dave Garloff requested that the Council ask the <br />Sheriffs Department that their dispatchers be courteous to the <br />residents who call in about parking violations along Demontreville <br />Trail. They said that during the past two months the dispatchers <br />have been very negative and rude when a deputy has been requested. <br />The Administrator will contact the Sheriff's Department. <br />C. Tri-Lakes Picnic - Dick Murray, of the Tri-Lakes Association, <br />requested the use of Pebble Park for their annual picnic July <br />19. He requested that the electrical outlets be made accessible <br />and that the tennis court lights be left on until midnight. <br />He also asked about using the tennis courts for dancing. <br />The only conditions under which the courts could be used for <br />dancing would be with tennis shoes or bare feet. <br />The Administrator will have the Maintenance Foreman repair the <br />well head and talk to him about by-passing the tennis court lights. <br />
