LAKE ELMO CITY COUNCIL MEETING, JUNE X 1981 -5- <br />C. Councillor MOttaz - No report <br />D. Councillor Novak - <br />1. "No Parking", Klondike - Novak reported that people are entering the <br />1 Regional Park illegally off of Klondike and that the "No Parking signs <br />posted at this location are being cored. Mike Pohlena, Washington County <br />indicated to Novak that there is increasing pressure to use the park and <br />inferrelthat Klondike affords easy access to the park. Novak also noted <br />that the park has been advertised as being open. She feels that until an <br />adequate parking area, access and public facilities are available, the <br />County should not encourage people to use Klondike as an entrance to the <br />park or permit use of the park until .it is ready to be officially opened. <br />The Administrator will write the County Commissioners and the --,County <br />Officials notifying them that Lake Elmo opposes any use of the Regional <br />Park until. such time as it is officially open and public facilities are <br />available. Novak recommended Klondike be included as a tow away area <br />and the fence signs be posted "No Entrance'". <br />2, Clean -Up Dam - Novak distributed North St, Paul's fee schedule for <br />their Clean Up Days. The Administrator distributed additional schedules <br />from surrounding communities. Novak recommended issuing permits for <br />residents, or charging the non-residents and/or involving local service <br />organizations to help avoid the problems experienced this ,year at the <br />clean-up. The Council discussed changes that would help alleviate some <br />of the problems. <br />Dick Murray, Tri-Lakes Association, suggested packer trucks be used <br />with the dumpsters, and would like -to see free dumping remain available <br />to bake Elmo residents with a user fee charged to non-residents. Novak <br />stressed separation and recycling be eneauraged. Mottaz favored following <br />Oakd.ales fee schedule. The Administrator will, contact surrounding communities <br />on how they organize Clean -Up Days and report back to the Council, <br />Mr. Murray said the City employees didan exceptional job on Clean -Up Days. <br />ADMINISTRATOR'S REPORT: <br />A. Licenses - Mottaz moved, seconded by Morgan, to approve the following <br />licenses: R. W. :guilders, Inc., 100 S. 6th Avenue, Princeton; Lake Elmo <br />Fire Dept„ Temporary Beer License for Street Dance, June 199 1981; Green <br />Acres Recreation, Temporary Beer License for Thermoelectric Reunion, July 18. <br />Motion carried 5-0. <br />B. Gerhard Schmidt Building Permit - Because the Schmidt home was recently <br />destroyed by fire, the Building Inspector asked that the Building Permit <br />fees be waived and just the surcharge and miscellaneous fees be imposed. <br />Mottaz moved, seconded. by Morgan, to waive the Building Permit fees for <br />Gerhard Schmidt. Motion carried 5-0. <br />C. Ani mal Control Contract - The Animal Control Contract is up for re- <br />newal. Jerry Dahlbert, Animal Control Office; has requested a $25 a month <br />increase. This would raise his monthly salary to $250. North St, Paul <br />has agreed to approve the increase. <br />Mottaz moved, seconded by Morgan, the agreement with Jerry Dahlberg for <br />animal control services from July 1, 1981 to December 319 1981 at $250 <br />per month. Motion carried 5-0. <br />
