Fraser abstained. <br />1006 PRELIMINARY FUND: Fraser moved, seconded by Eder, to adopt <br />Resolution 81-51.,,A Resolution increasing the City's com- <br />mitment to the 1006 Preliminary Fund -by $3,OOO,making the <br />total commitment $9`,000. Motion carried 4-1. Morgan opposed <br />ICMA DEFERRED COMPENSATION PLAN: Morgan moved, seconded by Eder <br />to adopt RESOLUTION 81-52, "A Resolution Establishing <br />a Deferred Compensation Plan". Motion carried 5-0. <br />SUNFISH LAKE, BUILDING ELEVATION: The Council reviewed the Planning <br />Commission recommendations. Mottaz moved, seconded by <br />Novak, to adopt ORDINANCE 7928, and Ordinance establishing <br />a Building elevation of 903 for Sunfish Lake. Motion <br />carried 5-0. <br />PEPIN REZONING: The Council reviewed the Planning Commission rem <br />commendation. Morgan moved, seconded by Mottaz, to <br />adopt ORDINANCE.7929, and Ordinance rezoning Lots 1-4 <br />Block 1, Cloverdale Add. from R1 to I. Motion carried <br />5-0. <br />SEWER PROBLEMS, CITY SCHOOLS: The Council expressed concern about <br />inadequate design of the sewer at Oak -Land School and <br />inadequate maintenance of the sewer system at Lake <br />Elmo Elementary School. They instructed the Administrator <br />to draft a letter of these concerns, asking for a <br />maintenance plan for the sewers at these schools, for <br />Council review. <br />WETLANDS INVENTORY: Whittaker reported that the Washington County <br />Soil and Water Conservation District is still willing <br />to conduct an inventory of City wetlands at a low price <br />if the City requests it now. The survey would identify <br />wetlands that are critical wildlife habitat, play an <br />important part in surface water management, or are im- <br />portant areas of ground water recharge. The Council <br />agreed the survey would be very useful; but was con- <br />cerned about financing it. <br />Mottaz moved, seconded by Novak, to order the inventory <br />if the Administrator assured the Council that there are <br />adequate funds for it. Motion carried 5-0. <br />NEWSLETTER DISTRIBUTION: Based on the Administrator's recommendation <br />in the Agenda Memo, Morgan moved, seconded by Mottaz, to <br />distribute the City Newsletter through the Lillie Shopper <br />and pay for postage,to Cimarron residents. Motion carried <br />5-0. <br />CIVIL DEFENSE DIRECTOR"S EXPENSES: Morgan moved, seconded by Mottaz, <br />to authorize $74.00 to cover the final expenses of out- <br />going Civil Defense Director, Renate Paulsen. Motion <br />carried 5-0. <br />
