<br />August Construction is requesting a Shoreland Permit to construct
<br />a new home at 1.1890 21st St, N,(Lot 3, B1k 1, Eden Park 2nd)
<br />within 1,000 ft. of Downs Lake,
<br />The Building Inspector.and Engineer have check the parcel and
<br />determined the property and building are well above the high
<br />flood mark,
<br />M/S/P Morgan/Eder to approve a Shoreland Permit for August Construction
<br />to construct a new home at 11890 21st St, N „ per the Building
<br />Inspector and Engineers recommendations,
<br />IRB POLICY:
<br />The Council reviewed the Administrator's recommendation to clarify
<br />the wording in R-78-34 T A Resolution Establishing the Policy
<br />With Respect to Consideration of Projects Financed Under the
<br />Minnesota Municipal Industrial Development Act (Industrial
<br />Revenue Bonds).
<br />M/S/P Mottaz/Fraser to adopt Resolution 81-65, A Resolution
<br />Amending the Policy With Respect to Consideration of Projects
<br />Financed under the Minnesota Municipal Industrial Development_
<br />Act (Industrial Revenue Bonds),,,,,,,,,,,,,,,
<br />Item A, The Applicant should be''compatible,,with established
<br />business within the City'"Ti-aTET'a proven record of
<br />success and independent financing to assure marketing
<br />any bonds or notes issued and, pass the scrutiny of the

<br />13. IRB - CONN CO., INC. ^ FINANCING FOR ACQUISITION AND IMPROVEMENT OF
<br />CROSSROADS FORD:
<br />M/S/P Mottaz/Morgan to schedule a public hearing on the application
<br />of Conn Co „ Inc, for Industrial Revenue Bond Financing,for
<br />acquisition and improvement of Crossroads Ford property for Conn Co.
<br />offices, warehouse, and retail store, for November 3, 1981, at
<br />8 p.m.
<br />Richard Palmiter, Rothschild Financial Corporation and David
<br />Johnson, President, Conn Co, asked. the Council's attitude on
<br />their project, The Council was generally receptive to the proposal,
<br />Mr. Johnson briefly explained their proposal and their present
<br />status of purchasing property on Highway 36 in Grant Township,
<br />Whittaker noted that Conn Co will need to apply for a rezoning.
<br />because their combined uses fit into the General Business catagory.
<br />Crossroads Ford was zoned Highway Business, He has apprised Conn Co,
<br />of this so they can make application and a�hearing .can.be scheduled
<br />with the processing of the IRB application,
