CABLE COMMISSION REPORT - DAVE GARLOFF <br />Mr, Garloff reported on the Needs Assessment, Community Leaders <br />Survey, Joint Powers Agreement Amendments, and By�Laws, lie <br />urged the Council to read the old and new Joint Powers Agreement. <br />Mayor Eder gave a status report of Items C & D of the By -Laws and <br />noted.that once the Ordinance is drafted the City cannot back out, <br />Any suggestions or comments should be forwarded to Mr. Garloff <br />or Mavor Eder, <br />The Council expressed their appreciation to Mr. Garloff_ for taking <br />on the Cable task, <br />15. ATTORNEYS REPORT: <br />A. Landfill in Regional Park Reserve A working on lining up a <br />student, <br />B. Dram Shop Liability - The attorney is preparing a letter on this. <br />C. Administrator's Contract - working on the redraft. This will <br />be ready for the next meeting, <br />16, ENGINEER'S REPORT: <br />A. '�B`rockf e'1d Dra1n',ege - No report, The Engineer had just <br />c�f$i rece1Vee— pp�n awn `�i'ad not reviewed it, In order to expedite <br />the improvement the Cbuncil agreed to construction based on the <br />the,Engineers approval,` <br />M/S/P Mottaz/Morgan to approve the plans and specs of the <br />Brookfield, Inc, drainage plan provided it meets the approval <br />of the City Engineer, <br />B. 201 The Engineer reported that because of Federal cut backs <br />the s£`atus of a grant application for steps 2 and/or 3 is uncertain. <br />Step l is completely funded and secure. Bohrer clarifed the <br />Newsletter item that implied other governmental agencies could <br />use data compiled for the 201 to impose corrective measures. <br />Construction funding, presently is the basis for requiring <br />corrective measures, A notice to this effect will be put in <br />the next Newsletter. The survey is nearly complete - after the <br />field work is -complete this will be available to the Council and <br />the public hearing process begun. <br />C. Status Re op rt - Tablyn Park - Two other bids were solicited to do the <br />landscape work around the tennis courts. Buberl Landscaping was awarded <br />the bid for $2850. The work has been completed, <br />One bid was received from six requests to pave the parking lot and driveway <br />in Tablyn Park. T. A, Schifsky bid $139000. The estimate was for between <br />$6,00o and $79000. The Engineer recommended rejecting the Sehifsky bid and <br />rebidding the work in early sprin . <br />M/S/P Morgan/Novak to reject the paving bid from T. A, Schifeky. <br />The Engineer will prepare the specs for bidding in January; and notify the <br />other five bidders of the Council's action. <br />arena D. Pebble Park Ice Rink - The Endneer reported that the area, needs to <br />un -+ded to be graded level before it can be flooded. The Maintenance Superintendent <br />Rink indicated he does not have the -right equipment to grade tf1A area. <br />10 /2 0/ 81 <br />M/S/P Morgan/Mottaz to authorize up to $200 to hire out the grading work <br />for the Pebble Park ice rink. <br />
