LAKE ELMO CITY COUNCIL 10/0/81 PAGE 7 <br />17. ARCHITECT - OFFICE OPTIONS: <br />Tabled until October 20, 1981. <br />18. COUNCIL REPORTS: <br />A(d. Eder Reported that the hearing was postponed. <br />No arternat-e— ate was.set,. <br />50th Street - Will copy his notes of the meeting to the Council, <br />Briefly reviewed Oakdale's position on the route,and the alternatives <br />for assessing. Oakdale would like to meet with the Council to <br />discuss the financing. This will be on the next agenda for discussion. <br />BMorgan —Park CommissionRecommendations- <br />1,, Reid-PMasark'er Plan _ - No�ner as been selected. This will <br />be carried over until next spring, <br />2. Players Benches - Will wait until spring. <br />3. .Ttail,Groominq - Too difficult to widen the trails. Not <br />interested in Furchasing a single track groomer. Desire the County <br />to groom the open area trails this winter, The Administrator will <br />notify the Maintenance Superintendent to mow the trails. Morgan <br />will meet with him and go over the area to be mowed. <br />C. Mottaz - <br />1. Housing Conference - No new ideas were generated that would <br />apply to Lake Elmo. <br />2, Special Meeting_-,Misun exs`tanding - Noted that the City's <br />Ordinance does not agreee wi_t e State Statute on calling special <br />Council meetings, Recommended that the Council discuss amending <br />or correcting the Ordinance to correspond with the State Statute. <br />This will be discussed on a future agenda. <br />D. Novak <br />1. F`oregter - Questioned the duties of the Forester, Whittaker <br />said the Forester only responds to complaints, per 'the Council's <br />instruction, No additional funds were appropriated in the 1982 <br />Budget for more extensive work by the Forester. <br />--Fraser - does not like this approach. Should be done properly. <br />If it cannot be done right - should we do it at all? <br />--Novak,agreed. <br />--Fraser - recommended preparing for next spring and lookfor an <br />individual willing to work for a lesser wage (.less than $10/hr.) <br />provide him/her with the necessary training and mark the trees <br />in major portions of the City, <br />--Whittaker - will check on when the certification sessions are <br />held. The intent of the present approach was to have someone <br />available to respond to inquiries about trees that may be infected <br />with Dutch Elmo or Oak Wilt; not that residents would report their <br />neighbors. <br />The Council authorized the Administrator to instruct the Forester <br />to mark as many trees as possible, using the remaining funds. <br />19. .ADMINISTRATOR' REPORT: <br />1. Resignation of Bruce Rosenau,- Building Inspector - <br />Reported it may take a minimum of 60 days to hire a Building <br />Inspector; and recommended using an intern inspector during this <br />period. <br />
