CITY COUNCIL MEETING, NOVEMBER 17, 1981 -5- <br />ADMINISTRATOR'S REPORT: <br />E. Resolution- County State Aid Designation - <br />50th St., CSAH 13, CSAH 17, and loth St. - <br />Whittaker reviewed the letter'>from Short -Elliott -Hendrickson, Inc. <br />requesting the redesignation of County State Aid Highway 13. He <br />explained the context of the Resolution supporting the transfer <br />of this designation and the changes that were in conflict with <br />Oakdale's original request. These changes will not affect 50th <br />Street or delay its construction. <br />The Council agreed with the Resolution presented by Whittaker. <br />M/S/ Mottaz/ Eder to approve Resolution 81-73, A Resolution <br />supporting the efforts of Washington County to transfer the <br />County State Aid Highway designation from C.S.A.H. 17 to Co. <br />Road 70 in Lake Elmo, from C.S.A.H. 19 to I-694 and to realigned <br />Co. Road 68 from C.S.A.H. 13 to State Highway 36. <br />Amendment - Eder recommended including a time recommendation <br />to the County. This is not just a resolution of intent; but a <br />resolution requesting the County to act. <br />--Mary Merly, Mayor of Oakdale - appreciate anythi.ng'.LakesElmo <br />can do for them. Implore Lake Elmo to encourage the County to <br />act as soon as possible. Appreciates the time the City has taken <br />in reviewing this proposal - this action is appreciated by the <br />City and citizens of Oakdale. <br />Amendment: <br />Page 2, paragraph 3 - delete -when that designation must be <br />removed from C.S.A.H. 17; and insert immediately; and <br />Add another paragraph that reads: <br />That the City of Lake Elmo urges the County Board of Commissioners <br />to make these State Aid designation transfers early in 1982 to <br />allow for early construction for the realignment of 50th Street. <br />Motion carried 4-0. <br />F. Watershed Law- <br />Mottaz and Eder strongly object to the proposed Metropbltan`47ater- <br />shed Bill stating it is too wide open. <br />--Mottaz - Bill cannot be rewritten or amended' - should be voted <br />down flatly. Bill gives the Met Council and the different Water- <br />shed Districts a blank check and sets no limits on ordering and/or <br />assessing projects. <br />--Mottaz, Eder, Fraser - Unacceptable - Not a way to go. <br />--Whittaker - suggest amendments to the present law. <br />--Eder - need a watershed district made up of Citys and/or 'township <br />representatives - this would be the Board. Need a change in the <br />law that relates the law to an urban/agricultural environment <br />recognize the dual condition. Taxing/assessing based on this condition. <br />--Mottaz - Purpose of the Bill is impressive; but the substance <br />of the bill does not support this purpose. <br />M/S/P Mottaz/Eder send a letter to Connie Levi opposing the <br />proposed Watershed Bill, stating any necessary changes would best <br />be handled by modifiying onchanging the existing law - not in <br />passing a new law. Lake Elmo agrees with :the, :°-P:urpodell of the <br />proposed bill, but this is not dealt with in the body of the bill. <br />
