CITY COUNCIL MEETING, NOVEMBER 17, 1981 6, COUNCIL REPORTS: D. Councillor Motta-z - Mottaz referenced a letter to the City dated October 5, 1981, from Marilyn Olson requesting the City deny Mottaz a permit to cut trees on a City right-of-way next to their house. He then read his letter of response to the City Council, copied to Mrs. Olson, denying any communication with Mrs. Olson,as well as, any intent to seek a permit to cut trees on City property. Mottaz explained his property lay -out after vacating the Bergman Addition Plat. The area questioned by Mrs. Olson was not vacated, as it is the only access to the south/east portion of the Mottaz property. This would be the only access should the property ever be replatted. Whittaker reported that Mr. Salisbury, property owner north of the non -vacated strip, has asked to petition to vacate this area. 9. ADMINISTRATOR'S REPORT: G. M/S/P Mottaz/Fraser approval for Laurence E. Whittaker to attend the PELRA Conference H. State Planning Conference Whittaker will notify the Planning Commission of the Planning Conference December 10 and 11. He will also put a notice in the Newsletter. I. Cable Meeting - Eder, Fraser and Whittaker will meet with Zona Butler, November 23, at 5:30. J. State Aid - Whitt'aker advised the Council that they need to make a decision or take a position on the State Aid issue. He suggested advising the State that since they have the flexibility in raising revenues that they increase taxes, rather then cutting the City's revenues when it has no ability to raise taxes. The Council discussed various alternatives in developing a response to the State. The Administrator will draft a letter summarizing the Council's comments,.to be sent to the Governor and State Legislators. This will be reviewed December 1. K. Comp Plan Response - The Council generally agreed the letter answered the questions askdd, and had no further comments. L. December_ 1, 1981 Council Meeting - The Council willhmeet at 5:30 p.m. December 1, :to go over _ the new office interior with Janet Goltz. M. Present City Office Appraisal - M/S/'P Mottaz Fraser to autTorize up to $250 for an appraisal of the present office building for sale and/or rental .
