CITY COUNCIL MEETING, APRIL 20, 1982 <br />-2- <br />5. PARK COMMISSION - Continued <br />-- A.rlyn Christ - there has never been a conflict. Presently, <br />the Jaycees are not pursuing a proposal for West Sunfish <br />Would not want to serve on the Park Commission if he were <br />restricted from acting as a liason or spokesman between the <br />Jaycees and the City. <br />-- Morgan - intention of the Commission in the past was to get <br />a mix of members with representation from area organizations. <br />M/S/P Morgan/Eder to appoint Nancy Hanson and Arlyn Christ as <br />lst and 2nd Alternates respectively to the Park Advisory Committee. <br />6. PARK COMMISSION ANNUAL WORK PLAN <br />Chairman Sue Dunn distributed the agenda for Park Committee <br />reports and the Five Year Capital Improvement Program for <br />the City parks. <br />Lions Park - Bill Osborn presented the layout and improvements <br />oF`tt-He park; and reviewed the proposed improvements as listed <br />in the Five Year Improvement Program, He noted that the Com= <br />mission is considering a horseshoe pit and volleyball area, these <br />are not included in the five year program, but could be scheduled <br />in if the Council deems them desirable. Fraser and Mottaz expressed <br />support of these additional improvements. <br />Reid Park - Al Martens presented the layout plan of the park; and <br />revs ewe d the proposed improvements. <br />f --Fraser - questioned how the Capital Improvement program ties <br />in with the present LAWCON grant application. <br />--Morgan - it is right on. Funds applied for this year will not <br />be received before 1983. Improvements and funds are consistent. <br />--Whittaker - did not include the ballfield work, picnic area, <br />or the playground equipment in the application. The City <br />Engineer estimated it would cost $19,000 to gravel the trails, <br />designated as paved, and brush out the the trails designated <br />unimproved; and $11,000 to pave the driveway and parking lot. <br />This would include erosion control work. <br />--Martens - all grading and layout should be included in the erosion <br />control work. This should include the ballfields. <br />--Whittaker - the City qualifies for funding to put in some <br />active recreational facilities such as the ballfield or playground <br />equipment. <br />--Fraser - Council has not yet acted on'the Plaster Plan for Reid <br />Park. Have to keep in mind that 'residents desire_a.-.minimum <br />of development of the park, Erosioncontrolis of prime importance. <br />--Martens - reason for pushing the sandlot ballfields is that <br />there are no ball facilities for _kids on this side of town. <br />Fields.in .tbwn are used mainly by adults. _ <br />--Fraser - have the concern that by grading two fields, suitable <br />for softball:& putting in a substantial parking lot will produce <br />many people coming+inuand parking to play. It will not be used <br />for what the original intention was,- quite in contrast to what <br />the people in the area requested, <br />l --Mottaz - recommended the Council consider approval of the Reid <br />Park plan at the next Council meeting. This is a less active: <br />and scaled down plan than what was approved in the 1974 Park <br />Bond Plan, <br />--Whittaker - need approval of the Master Plan before LAWCON funds <br />can be applied for, <br />
