Councillor Mottaz - 25th Anniversary Continued - M/S/P Mottaz/Eraser to accept the report on the 25th Anniversary Amended Celebration; and authorize a budget*eea;tftensurate-with-the-aet4vities 4/20/82 aktf-txeatentes- of y 60 (from the truck rebate) to cover the cost of ac ivt!i}e'AA�t�d§SWEgsto the Regional Park Reserve Plan - Mottaz reported on proposed amendments to the plan as presented 'by Mike Fox of the County "Planning Department to the County Park Commission: 1. Demonstration farm reduced in size in order to maintain the 20/80 ratio for non -developed land area. 2. Swimming facility for a plastic lined lagoon is still in the plan, despite opposition and request for a -more natural type of swimming -area, 3. Number of fishing decks increased from one to.up to 12. 4. Boat launch access number of parking places reduced from 45 to 20; but no provision will be made to control the number of boats that can be launched at the access. --Mottaz - May have to look at limiting motor size on Lake Elmo. Because of the number of homeowners who have boats plus one public boat access on the east shore plus the many that can come through the park, Lake Elmo may become over -loaded. 5. Equestrian facility - relocated to a site east of the demonstration farm and will now accomodate 30 vehicles with trailers on an overnight camping basis plus 20 additional parking.places that will be available for day use only. Discussion of trail linkage with the Mn/Wi Boundary Trail (Soo Line Trail), the Washington Co. Fair Grounds and the Regional Park. No limit on the number of horses that can be in the park at any time. 200 plus horses at one time not an impossibility. --Mottaz - Fox also commented that the Gun Club in Lake Elmo is thinking of asking the Met Council to declare their range of Metropolitan significance and to include it in the park and expand the facility to include the Eiathalon Course. Mottaz 'then reported that should a landfill be located in the Park the -",Park Reserve designation would be void with possible loss of development funds. Fox is proposing that the County purchase property south of the park from a willing seller (Dayton - Hudson) to locate the landfill site. He also proposed purchasing some additional land in order to square off the area for the park entrance. This additional land acquistion would bring the total park area up to approximately 3,000 acres. --Eder - Residents should be make aware of possible park expansion via the news media and Newsletter..As this is of serious concern t.- all of r.akR Elmo,
