Councillor Mottaz - 25th Anniversary Continued - <br />M/S/P Mottaz/Eraser to accept the report on the 25th Anniversary <br />Amended Celebration; and authorize a budget*eea;tftensurate-with-the-aet4vities <br />4/20/82 aktf-txeatentes- of y 60 (from the truck rebate) to cover the cost of <br />ac ivt!i}e'AA�t�d§SWEgsto the Regional Park Reserve Plan - Mottaz reported <br />on proposed amendments to the plan as presented 'by Mike Fox of the <br />County "Planning Department to the County Park Commission: <br />1. Demonstration farm reduced in size in order to maintain <br />the 20/80 ratio for non -developed land area. <br />2. Swimming facility for a plastic lined lagoon is still in <br />the plan, despite opposition and request for a -more natural <br />type of swimming -area, <br />3. Number of fishing decks increased from one to.up to 12. <br />4. Boat launch access number of parking places reduced from <br />45 to 20; but no provision will be made to control the <br />number of boats that can be launched at the access. <br />--Mottaz - May have to look at limiting motor size on Lake Elmo. <br />Because of the number of homeowners who have boats plus one <br />public boat access on the east shore plus the many that can <br />come through the park, Lake Elmo may become over -loaded. <br />5. Equestrian facility - relocated to a site east of the <br />demonstration farm and will now accomodate 30 vehicles <br />with trailers on an overnight camping basis plus 20 <br />additional parking.places that will be available for <br />day use only. Discussion of trail linkage with the Mn/Wi <br />Boundary Trail (Soo Line Trail), the Washington Co. Fair <br />Grounds and the Regional Park. No limit on the number <br />of horses that can be in the park at any time. 200 plus <br />horses at one time not an impossibility. <br />--Mottaz - Fox also commented that the Gun Club in Lake Elmo is <br />thinking of asking the Met Council to declare their range of <br />Metropolitan significance and to include it in the park and <br />expand the facility to include the Eiathalon Course. <br />Mottaz 'then reported that should a landfill be located in the <br />Park the -",Park Reserve designation would be void with possible <br />loss of development funds. Fox is proposing that the County <br />purchase property south of the park from a willing seller (Dayton - <br />Hudson) to locate the landfill site. He also proposed purchasing <br />some additional land in order to square off the area for the <br />park entrance. This additional land acquistion would bring the <br />total park area up to approximately 3,000 acres. <br />--Eder - Residents should be make aware of possible park expansion <br />via the news media and Newsletter..As this is of serious concern <br />t.- all of r.akR Elmo, <br />
