CITY COUNCIL MEETING, JUNE 1, 1982 -6- <br />CIMARRON EXPANSION - <br />Steven Taylor and Mike Ahrens presented a preliminary proposal <br />for the expansion of Cimarron. They have an opportunity to purchase <br />13 acres from the Highway Department and are.exploring the possibility <br />of expanding the facility by 50 or 60 homes. Mr. Taylor indicated <br />they have the mechanical waste water disposal capacity to handle <br />150 to 180 homes. Have done test borings on a hill southeast of <br />the mechanical plant - borings look favorable as a means of getting <br />rid of excess water. Before going ahead, would build a seepage <br />pond on the Bill and pump water to it to determine if excess water <br />could be adequately removed. Taylor said, despite the heavy snowfall <br />and rain this spring the present ponds are holding their own. No <br />interior connector road is proposed; a walking path would connect <br />the two areas, <br />The Council expressed no objection to the expansion provided <br />all sewer and excess water questions are addressed to the <br />satisfaction of the City. This would include the present waste <br />water system and its relation to Lake Rose, ° <br />10. COUNCIL REPORTS: <br />A. Mayor Eder - <br />Eder reported on the AMM meeting,and informed -the Council that <br />Councillor -Fraser was elected as;a full member to the Board. <br />B. Councillor Fraser - No Report <br />C. Councillor Morgan - No Report - Notified the Administrator that <br />the allfie a`s at L ons Park and the VFW need grading, <br />D. Councillor Mottaz - <br />1. Requested the City Administrator to send a letter to the <br />County Board urging them to consider a policy that would prohibit <br />employees from using their position as a County employee to <br />further a personal opinion in the press, especially on items that <br />are still in discussion that may be construed as a County position. <br />This request :was prompted by an interview with Mike Fox, County <br />Planner, that appeared in the St. Paul Dispatch., <br />Fraser and Morgan supported Mottaz's request. <br />2. Waste to Energy Plant - <br />Mottaz afi s—been attending the committee meetings. -As of the last <br />meeting, Lake Elmo is the prime location site for the plant. <br />The plant would be located to the north of Conn -Co, 3M will be <br />the principal user of the steam that is generated, with Kroy <br />Industries and Western Life being potential future users. Mottaz <br />explained how the plant operates and will bring in pictures of <br />other sites, located around the country, for the next meeting. <br />3. City Sewer Plan - <br />The City may be able to account for an additional 2,000 units in <br />l Section 32 for use by the Energy Plant, This should be taken into <br />account when reviewing the plan for the Met Council. <br />4. Landfill Site/Waste-Energy Plant - Mottaz reported he talked <br />with County Commission Chairman, Artie Schaefer, who is also <br />the Chairman of the Waste to Energy Committee, <br />
