STREET REHABILITATION HEARING: <br />Council Comments: <br />--Morgan - asked the Engineer why these streets have reached such <br />a deteriorated condition, <br />--Bohrer - not familiar with the conditions under which these streets <br />were constructed. Jamaca Court was built by the developer with <br />little City involvement. Examination of the base indicates little <br />or no gravel under the pavement - all the streets were constructed <br />with inadequate gravel base, thEnblacktopped - these streets have <br />seen their serviceable life. If nothing is done to upgrade these <br />streets they will continue to deteriorate to a point where total <br />reconstruction will be necessary. The patch and overlay proposal <br />is believed to be the most cost effective means to solve the problems. <br />The overlay over the present blacktop is designed after a new <br />method of paving where no gravel is used, only a thicker layer of <br />blacktop. <br />Questions and Answers from the Audience: <br />Q. What about the grade when water is already running into yards - <br />area in question is in Tablyn Park? <br />A. Maximum overlay proposed is 2" - water will spill off the streets <br />into the yards as it did before, <br />Q. What would the cost differential be if the project were delayed? <br />A. Twice as much. Personally walked all the streets in order to <br />judge the degree of improvement(s) needed. <br />Q. Is this the extent of all the problem streets in the City, <br />A. No, these streets were recommended by the Maintenance Foreman, <br />citizen :callsabout street conditions in particular areas and <br />the Engineers recommendation based on viewing the streets <br />for seal coating. The Engineer determined that seal coating <br />would not help as there is.a strbhgth problem :on these.- <br />streets. <br />Q. How long will the overlay last. <br />A. In general, 10 years. <br />Q. What is the running foot cost of seal coating? <br />A. $.40 sq. yd. or $1,00 a running foot. <br />Q. How have these projects been financed in the past. <br />A. This is the City`s first rehabilitation project. Total cost <br />for all proposed streets is $134,000. Construction costs for <br />Lake Jane Trail were assessed 90% to the property owners with <br />10o paid by the City, <br />Q. Is this the normal way to repair a road - when road (Tablyn Park) <br />went in, property owners paid for it - is this the normal <br />method of handling repair? <br />A. This situation is a first - City could not finance $130,000 <br />worth of. improvements - this procedure is not unusual, <br />Q. Why have the streets is Tablyn Park not been seal coated since <br />1974? <br />A. City map indicates these streets were done in 1978 - since that <br />time it has been determined that seal coating would be ineffective <br />so it has not been done. <br />Q. Believe 1974 was the last time these streets were seal coated. <br />Residents have called every year about when the streets would <br />be done. Would like a documented answer as to the date these <br />streets were last seal coated. <br />A. Before 1979 seal coating was done under Washington County's <br />Program. Since 1979, the City inspects and seal coats the <br />streets streets are inspected and checked each year, <br />AUDIENCE COMMENTS: <br />--Leroy Leiter, 8110 38th St, N. - questioned assessment method. <br />Does not believe these streets need to be redone. <br />
