LAKE ELMO CITY COUNCIL MEETING, AUGUST 2, 1983
ME
13. COUNCIL REPORTS;
A. Eder - Continued
--Eder - Committee is going to develop a
l some financial return from the sale of
Budget should be prepared before monies
Motion carried 4-0-1. Fraser abstained.
budget - anticipate
the booklet.
are contributed.
8. DICK MURRAY - VBWD LAKE JANE FLOODING:
Mr. Murray reported that City Park Pond has reached the maximum
permitted height of 910", and the diesel pump has been turned
off. Lakes Olson and Demontreville are presently at overflow.
Valley Branch requested permission to pump an additional one
foot into City Park Pond which, Valley Branch believes, would
provide a level on Jane that the electric pump could handle
should there be a heavy rain and Demontreville and Olson would
over -flow. They anticipate it will take two weeks for City
Park Pond to reach 911.
--Fraser - noted. at the request of Valley Branch, City Park Pond
has been raised 71 this year. Asked Mr. Murray about additional
tree loss with the and foot increase.
--Murray - estimates 100 trees damaged for every foot increase.
--Tom Hilpish - lives on Sunfish Lake - recalled previous discussion
about stopping the pumping on Lake Jane once Sunfish Lake
reached a certain elevation. Believes Sunfish is presently
well above this level that was set by the City.
--Morgan - believes should permit this request, but would like to
see more initiative on the part of VB in finding another
solution.
M/S/ Morgan/Dunn to grant permission to Valley Branch Watershed
District to pump waters from Lake Jane into City Park Pond to a
maximum height of 911. Also, encourage Valley Branch to further
pursue alternatives to the present pumping into City Park Pond.
Discussion -
--Murray - regarding the proposed alternatives - only two feasible
and cost effective. One is to lower the level of Olson and
Demontreville. They are preparing a proposal for DNR approval
that would provide a gate valve operation to let water outlet
from the wier during late fall after flooding danger is over.
The second is to channel the water down to Eagle Point for
storage. He noted that none of the other alternatives were
cost effective. The level of Sunfish Lake is presently 896.5.
--Everette Beaubien - lives on Sunfish Lake - was told previously
by the City that when Sunfish reached 884 the pump on Jane would
be turned off. Has lost 20 acres of land and water is now
threatening his septic system and is up to the large cottonwood
trees (previously assured the water would never reach these trees).
Residents were promised 7-8 years ago this would be resolved -
pumping still being done and is not working and no other
solution is being developed.
--Morgan - Watershed District has to seek out additional storage
areas throughout the district.
--Larry Bohrer - Noted City is regulated by DNR permit on the
amount of water that can be stored on Eagle Point. Water is
presently at the top of the dike - City has had to start
removing sandbags.
