LAKE ELMO CITY COUNCIL MEETING, AUGUST 2, 1983 <br />-5- <br />8. DICK MURRAY - VBWD LAKE JANE FLOODING: <br />--Everette Beaubien - asked if 911 will be a permanent elevation <br />for City Park Pond or will it go back to 903. <br />--Eder - all level increases have been temporary. <br />--Murray - 908 was the operation level set by DNR for their <br />permit - this is the permanent fixed level. <br />--Jim Weyer - Lake Jane Resident - if City Council has any <br />recommendations where property owners ban help - let them <br />know.- all working for the same goal. <br />Motion carried 5-0. <br />7. CAROLYN BJURSTROM - DAMAGE FROM LIONS PARK.- Continued: <br />Engineer Bohrer explained that a chain link fence would not <br />be high enough to protect both stories of the Bjurstrom home. <br />After discussing various alternatives it was determined that <br />a fence/net combination appeared the only reasonable approach. <br />M/S/P Morgan/Fraser to instruct the City Engineer to look into <br />construction of a fence/netting or a permanent :netting, <br />screen for placement along the north side of Lions Park in front <br />of the Bjurstrom home. Carried 5-0. <br />Mrs. Bjurstrom submitted two claims for broken windows, stating <br />they have paid for all the damages in the past. They now feel <br />the City should be obligated for additional damage until the <br />protective screening is constructed. <br />M/S/P Morgan/Dunn to accept and pay the damage claim from <br />Carolyn Bjurstrom in the amount of $ 39.33, and approve <br />payment as part of the August 2, 1983 claims list - <br />claim number 83982. Carried 5-0. <br />9. ENGINEER'S REPORT: <br />A. Steen Carstenson 8282 Hidden Bay Ct Drainf'ield Replacement <br />Engineer Bohrer explained the request as outlined in his <br />letter of July 25, 1983. The Engineer recommended granting <br />a variance for lot size, as the property was platted before <br />the Shoreland Ordinance was adopted, and issuing a Shoreland <br />Permit for the work of replacing the failed drainfield. The <br />hardship being the existance of the lot prior to adoption <br />of the Shoreland Permit and no other land is available to <br />locate the system. A letter of approval from DNR was received. <br />M/S/P Morgan/Fraser to approve a lot size variance and grant a <br />Shoreland Permit for construction of a new drainfield system for <br />Steen Carstensen with the following provisions: <br />1. Trenches to be 80' long. <br />2. The existing septic tank be exposed to varify capacity. <br />3., Septic tank capacity will be 1200 gallons. <br />4. Existing dry well will be abandoned <br />Discussion: <br />--Dunn - Mr. Carstenson should be made aware of proper septic <br />maintenance as should this system fail there.is no other area <br />on the lot to place an alternate system. <br />�, Motion carried 5-0. <br />
