LAKE ELMO CITY COUNCIL, AUGUST 2, 1983 <br />-6- <br />9. ENGINEER'S REPORT: <br />B.'Jeff Nelson 8'0'1'2' Hi'1'1' Trail N. S'ho'r'e'1'and Permit Garage <br />Engineer Bo rer reviewed the request as outlined in his <br />letter of July 25, 1983. He recommended the variances <br />be granted for lot size and width and a Shoreland Permit <br />be issued. Mr. Nelson is proposing to constuct a 24 x 24 <br />detached garage in front of his home. <br />Mr. Nelson was present and explained that the configuration <br />of the property and the construction of the existing home <br />make it necessary to place the garage in front. He noted <br />that the east garage wall will line up with the west wall <br />of the home and the present tuck -under garage will be walled <br />up. <br />M/S/P Morgan/Mazzara to adopt R-83-50, a Resolution approving <br />a building permit for construction of a 24' x 24' garage at <br />8012 Hill Tr. N. for Jeffrey Nelson, per Section 301.130 C.10. <br />of the Lake Elmo Municipal Code; and, grant a variance for <br />lot size and width and a Shoreland Permit for same construction. <br />Based on the hardship that the lot(s) were consolidated into <br />parcels prior to adoption of the Shoreland Ordinance and no <br />other adjacent land is available. Motion carried 5-0. <br />C. James Friend, 9498' Jane Rd.'N. - Shoreland Permit Drain - <br />field 'd' Replacement - <br />Engineer Bohrer explained the request as outlined in his <br />letter of August 2, 1983. He identified the property <br />location and stated the variances requested. <br />M/5/P Morgan/Dunn to approve a lot size variance and grant a <br />Shoreland Permit for construction of a new drainfield system <br />for James Friend with the following conditions: <br />1. The septic tank be exposed to determine size and elevation. <br />If the size is less than 1,200 gallons or the outlet <br />pipe is greater than 18" below the ground surface, the tank <br />should be replaced. <br />2. Existing line to existing drainfield should be capped off. <br />3. Applicant must submit a layout of the new drainfield for <br />review by the Building Official prior to construction. <br />4. Drainfield to be constructed as close as possible to <br />existing septic tank and not more than 18 inches of cover. <br />Approval is based on the hardship that no additional land is <br />available and the lot was developed prior to the Shoreland Ordinance. <br />Motion carried 5-0. <br />D. LAWCON - Pebble Park - <br />Bohrer distributed a revised cost estimate sheet, approved <br />by the Park Commission, for improvements to Pebble Park. <br />Council approval is required before submitting the grant <br />application. He reviewed each improvement and cost estimate. <br />He personally felt the proposed softball field was too short <br />to develop into a regulation size field, <br />
