Fire Department - Fran Pott: <br />a. Annual Report The Fire Chief, Fran Pott, presented the <br />Fire Department's Annual Report to the City Council. Highlights of <br />this report are: no injuries in 1983 - substantial amount of <br />training (670 man hours) - one-half of the fire department members <br />have completed a "first responder" course - proposed blood pressure <br />clinic for Lake Elmo residents - consideration for a second fire <br />station - continuation of the training program that has been started - <br />provision for partial compensation for taining that will be done - <br />capital improvements. <br />b. 1984 EMS Contract With this contract, Lake Elmo makes a <br />committment with Washington County to respond for rescue (EMS) calls <br />when needed, and in turn, Lake Elmo will get about $600 in pay for the <br />rescue equipment in 1984. <br />M/S/P Fraser/Morgan - To authorize the Mayor to sign the 1984 EMS <br />Contract between the City and Washington County. (Motion carried 5-0) <br />M/S/P Fraser/Morgan - To authorize City <br />as principle delegate with Jim Bjorkman <br />second delegates. (Motion carried 5-0) <br />5. Engineer's Report: <br />a. Regional Park Entrance <br />EMS Delegates of Steve Pott <br />and Jim Sachs as first and <br />Jack Perkovich, Washington County Park Director presented two <br />proposals for the road entrance to the Regional Park. <br />(A) Road entrance would be located off County Road 70 approximately <br />700 feet west of Keats Avenue (Co. Rd. 19); or (B) Road entrance would <br />be located at County Road 70 and 19. Factors to be considered include <br />acquisition of land. Proposal "A" would require the purchase of 28 <br />acres and involves one property owner. Proposal "B" would require the <br />purchase of approximately 8 acres and involve three property owners; <br />and the possibility exists that payment would be required for <br />controlled access from all three property owners. <br />Eder said he was concerned about how the size of the park has grown. <br />It started out at 500 acres and has now increased to 2400 acres, and <br />now the intention is to add another 28 acres. <br />Discussion on the upgrading of County Road 19. <br />Dunn asked why the County didn't pave over the road that was already <br />there. Also, when County property was reached, the stations, <br />turn-arounds, etc. could be located inside the park property. Why <br />does there have to be all this acquisition of land? <br />
