Lake Elmo City Council Meeting 2-7-84 Page 4 <br />6. Engineer's Report: <br />A. Sewer 201 financing: Washington County's request on <br />City's intent for joint bonding financing. Bohrer stated that the <br />City would have to sell bonds, either by itself or with Washington <br />County. The .real questions is, how much to bond for, and that amount <br />is determined by how the City will collect its share of the cost. <br />Bohrer said the previous suggestion, to get an up -front permitting <br />charge from the residents that are having their system improved, would <br />be the least costly to the resident, but is concerned with what would <br />happen if a resident couldn't or wouldn't pay up front. <br />Klaers stated if a small amount of residents didn't pay up front, the <br />City could handle it, and put it on their tax roll, but if the <br />majority of the residents didn't pay up front, we would be bonding for <br />a lower amount than needed. <br />Bohrer said he didn't know of a good way to estimate how many people <br />would be willing to pay in advance. <br />Mazzara suggested writing a letter to each of the residents and <br />getting their feelings on paying in advance. <br />Bohrer stated that he is seeing a lot of people choosing to go the <br />assessment route. <br />Bohrer suggested that Klaers check to see if the City would benefit <br />any by bonding themselves, rather than joining Washington County. <br />Klaers stated the safest way to go would be to bond for the larger <br />amount ($325,000) and still ask the residents to pay up front. <br />M/S/P Fraser/Dunn - to participate in the Washington County bonding <br />project in the amount of $325,000 and ask the residents that can to <br />pay up front. (Motion carried 4-0) <br />B. Set Public Hearing date and time for Springborn lot <br />subdivision and variance application for block 2, lot 9, Green Acres <br />Addition. <br />M/S/P Fraser/Mazzara - to call a public hearing for March 6, 1984 at <br />7:30 p.m. to consider a simple lot subdivision and variance for lot 9, <br />block 2 of Green Acres Addition. (Motion carried 4-0) <br />C. 1984 MSA Improvements in Lake Elmo: Reference Larry <br />Bohrer's letter of February 1, 19U4 regarding improvements of 45th <br />Street, Julep Avenue, and 47th Street from Jane Road to Keats Avenue. <br />In response to Eder's question as to how appraisals will be handled, <br />Bohrer stated that the City should hire an appraiser to appraise the <br />right-of-way that has to be condemed, and the City offer that amount. <br />M/S/P Fraser/Dunn - to adopt Resolution 84-22 to call a public <br />hearing for March 6, 1984 at 8:00 p.m. to consider 1984 MSA <br />improvements for 45th Street, Julep Avenue and 47th Street from Jane <br />Road to Keats Avenue. (Motion carried 3-0-1 <Eder>) <br />
