INFORMATIONAL MATERIAL FOR APRIL 17 MEETING PAGE TWO <br />7^ Attached is a letter to the Valley Branch Watershed District <br />from the DNR responding to the recent Valley Branch proposal <br />to alter lake llyllg with control structures" This letter <br />offers comments on Lakes Olson, Demontrevillev Jane and <br />Elmo in our City" <br />S. Mike Castelluccio, from Lakeview Memorial Hospital, has <br />notified me that there will be a public hearing by the State <br />at the Stillwater City Hall on May 16, at 7 p.m. The topic <br />for this public hearing will be Lakeview's application to <br />operate an gMbglg[lqg IgEyQ1 in the Stillwater area. <br />9. In the past week I have had numerous discussions with Mr" <br />Milt Klohn regarding his plan for a hcggdMgEj fecm in Lake <br />Elmo" Through many discussions with Mr" Klohn and the City <br />Planner we have determined that Mr" Klohn must apply for the <br />following: <br />l" A Large Lot Subdivision and possibly a variance for road <br />frontage depending upon the actual application that is <br />submitted. <br />2" A Code Amendment that would allow broodmare farms to <br />operate in the RR zone with a CUP. This would include <br />adding a definition for broodmare farms to the Code, The <br />RR zone permits cluster residential development of seven <br />lots at 1 1/2 acres per lot on 40 acres" Therefore, the <br />definition for a broodmare farm should include that at <br />least 28 acres, out of an original 40 acre parcel, must <br />remain open for the operation of the broodmare farm. The <br />definition will also include controls over outside <br />activities and feeding locations for the horses" The City <br />desires much of the operation to take place in the barn" <br />3" A CUP to operate a broodmare farm in the RR zone, if the <br />Code amendment is approved" <br />The actual time frame for these applications has not been <br />determined" The staff hopes that each application can be <br />processed through the Planning Commission and City Council <br />individually. <br />rho City Council has already endorsed this concept so I have <br />indicated <br />to Mr" <br />Klohn <br />that it is conceivable that he <br />could <br />apply for <br />the <br />code amendment <br />and then <br />apply for the <br />newly <br />created CUP <br />at <br />the <br />same meeting" <br />Obviously the <br />code <br />amendment <br />would <br />have <br />to be considered <br />before the CUP <br />could <br />be brought <br />to the <br />City <br />Council table. <br />
