INFORMATIONAL MATERIAL FOR APRIL 17 MEETING PAGE TWO 7^ Attached is a letter to the Valley Branch Watershed District from the DNR responding to the recent Valley Branch proposal to alter lake llyllg with control structures" This letter offers comments on Lakes Olson, Demontrevillev Jane and Elmo in our City" S. Mike Castelluccio, from Lakeview Memorial Hospital, has notified me that there will be a public hearing by the State at the Stillwater City Hall on May 16, at 7 p.m. The topic for this public hearing will be Lakeview's application to operate an gMbglg[lqg IgEyQ1 in the Stillwater area. 9. In the past week I have had numerous discussions with Mr" Milt Klohn regarding his plan for a hcggdMgEj fecm in Lake Elmo" Through many discussions with Mr" Klohn and the City Planner we have determined that Mr" Klohn must apply for the following: l" A Large Lot Subdivision and possibly a variance for road frontage depending upon the actual application that is submitted. 2" A Code Amendment that would allow broodmare farms to operate in the RR zone with a CUP. This would include adding a definition for broodmare farms to the Code, The RR zone permits cluster residential development of seven lots at 1 1/2 acres per lot on 40 acres" Therefore, the definition for a broodmare farm should include that at least 28 acres, out of an original 40 acre parcel, must remain open for the operation of the broodmare farm. The definition will also include controls over outside activities and feeding locations for the horses" The City desires much of the operation to take place in the barn" 3" A CUP to operate a broodmare farm in the RR zone, if the Code amendment is approved" The actual time frame for these applications has not been determined" The staff hopes that each application can be processed through the Planning Commission and City Council individually. rho City Council has already endorsed this concept so I have indicated to Mr" Klohn that it is conceivable that he could apply for the code amendment and then apply for the newly created CUP at the same meeting" Obviously the code amendment would have to be considered before the CUP could be brought to the City Council table.
