LAKE ELMO CITY COUNCIL MINUTES <br />APRIL 17, 1984 <br />The Capital Improvement Committee met at 7:40 in the Council Chamers <br />to discuss the purchase of a tractor. <br />The meeting was called to order by Mayor Eder <br />Chambers. Present: Dunn, Fraser (arrived 7: <br />Administrator Klaers, Engineer Bohrer. <br />1. Agenda: <br />at 7:05 in the Council <br />15), Mazzara, Morgan, <br />M/S/P Morgan/Mazzara - To approve the agenda as amended. Add: 6G - <br />Advertise for bids to resurface the tennis courts in Pebble Park; 8G <br />- Tom Palecek regarding increased fees at Metropolitan Waste Control. <br />(Motion carried 4-0) <br />2. Minutes• <br />M/S/P Dunn/Mazzara - To approve the minutes of the April 3, 1984 City <br />Council meeting as presented. (Motion carried 4-0) <br />3. Claims• <br />M/S/P Morgan/Dunn - To approve claims 84770 thru 84806 as presented. <br />(Motion carried 4-0) <br />4. Jack Perkovich. Entrance to Regional Park: <br />Mr. Perkovich reviewed his April 11, 1984 letter to the Mayor and City <br />Council and in brief the County's proposal for the entrance into the <br />Regional Park is: "The entrance road design, dated April 9, 1984, <br />maximizes the use of Keats Avenue and minimizes the need to acquire <br />land. As the intersection of State Highway 12 and County Road 19 <br />represents a major intersection for cars coming from the west and <br />south to Lake Elmo, a decision was made to construct Highway 19 north <br />to County Road 70. Federal and State aid funding requirements lead to <br />the existing road design of County Road 19. Whether or not Lake Elmo <br />Regional Park Reserve existed it would still be necessary to redesign <br />Keats Avenue at the intersection of 70th. The redesign allows traffic <br />from the south on 19th to cross 70th directly onto Keats. The <br />realignment of Keats has nothing to do with the park unless the City <br />were to vacate Keats and there was no further use of the road." <br />"The proposed entrance road does not require the purchase of property <br />from Smith and minimizes the acquisition of land from Dayton Hudson <br />and Hammes to 1.5 acres and 1.9 acres respectively. Further, the <br />vehicle turn arounds and contact station can be constructed on <br />property presently within the park boundary. Also, the Lake Elmo City <br />Council may wish to address whether or not it would be in its best <br />interest to .request that Keats Avenue become a county road." <br />Perkovich further added that the reason for acquiring the 100 foot <br />strip (as shown on map) is to establish a buffer to give the privacy <br />that is necessary to the owner of the abutting land (Dayton Hudson). <br />
