LAKE ELMO CITY COUNCIL MINUTES 4-17-84 <br />PAGE 2 <br />M/S/P Dunn/Morgan - To endorse the Regional Park entrance proposal as <br />outlined in the April 11, 1984 letter from Washington County Parks <br />Director, Jack Perkovich. (Motion carried 5-0) <br />M/S/P Dunn/Morgan - To request Washington County to establish Keats <br />Avenue, starting at loth Street and going north to the Regional Park, <br />as a County Road. (Motion carried 5-0) <br />Dorothy Lyons expressed concern about the bike trail. If the the bike <br />trail is on the east side of the road, the Hammes' will request that a <br />fence be put up. <br />Klaers to research our information and records on the bike trail and <br />confer this information to Mr. Perkovich. <br />5. Licenses: <br />A. VFW - One year BINGO license. <br />Pursuant to a favorable recommendation from the Washington County <br />Sheriff's Department, and recommendation for approval by the City <br />Staff, the following action was taken. <br />M/S/P Mazzara/Morgan - To approve a one year license for the VFW to <br />operate Bingo games on Tuesday nights. (Motion carried 5-0) <br />B. Liquor License Transfer - From Twin Point Tavern to <br />Dennis and Tracy LaCroix. <br />Pursuant to a favorable recommendation for the Washington County <br />Sheriff's Department, and recommendation for approval by the City <br />Staff, the following action was taken. <br />M/S/P Morgan/Dunn - To approve the liquor license transfer of Twin <br />Point Tavern to Dennis and Tracy LaCroix. (Motion carried 5-0) <br />6. Engineer's Report: <br />A. Large Lot Subdivision for Doug DeCoster at the western <br />edge of the City, south of 15th Street. <br />The Planning Commission, per City Code requriement, held a Public <br />Hearing on this application at its 4-9-84 meeting at 7:45 p.m. The <br />only citizen attending this Public Hearing was the individual who <br />received the large lot subdivision last year, and is living on Parcel <br />#1. His concern was proper drainage which Larry Bohrer's report <br />addresses. The Planning Commission unanimously recommended approval <br />of the large lot subdivision contingent upon receiving $175 park <br />donation, a permanent road easement for 15th Street, and insuring <br />proper drainage of storm water before, during, and after construction <br />(per recommendation by the City Engineer). The Engineer reported that <br />since he wrote his review letter of April 4, soils information has <br />been submitted which shows the area is suitable for septic system <br />purposes. <br />l M/S/P/ Morgan/Dunn - To adopt Resolution 84-30, a resolution <br />approving the large lot subdivision of parcel 2 on the western edge of <br />the City, immediately south of 15th Street contingent upon complying <br />
