LAKE ELMO CITY COUNCIL MINUTES 4-17-84 PAGE 4 <br />M/S/P Morgan/Dunn - To adopt Resolution 84-31, a resolution accepting <br />the plans and specifications for the Jane Road North Improvement <br />Project as prepared and amended by the City Engineer, and requesting <br />that this project be advertised for bids. (Motion carried 5-0) <br />Regarding the section of Jamaca that remains unimproved (about 300 <br />feet), Bohrer stated that no public hearing was held so if it is going <br />to be an assessed project we could not proceed without a hearing. <br />There is the possibility that if the bids come in favorably, that <br />amount could be added by change -order. If the amount was to be <br />assessed, there would have to be a public hearing. If it's going to <br />be a City project, paid out of City funds, a hearing is not needed and <br />all that would have to be done is a change order to the contract. The <br />Council has not ordered the work done. <br />E. 201 Status - Step 2 Update <br />The Council reviewed the letter from the Engineer dated April 12, <br />1984, in which he provided a status report of the Step 2 design and <br />requested an extension of time to complete the design phase, citing <br />early fall freeze-up which prevented completion of all of the soil <br />testing in 1983. <br />M/S/P Eder/Morgan - To authorize the City Administrator and Mayor to <br />sign Amendment #1 requesting an extension of time to complete Step 2 <br />of the 201 Project until July 7, 1984. (Motion carried 5-0) <br />F. Bids for resurfacing tennis courts in Pebble Park <br />{ The Parks Commission has $5,500 in it's budget for resurfacing the <br />Pebble Park triple tennis courts. They had wanted a two inch <br />bituminous overlay and color coat to put over the three courts. The <br />$5,500 in the budget is estimated only to cover the color coat, crack <br />filling, and some leveling. <br />M/S/P Morgan/Dunn - To direct the Engineer to prepare an estimate for <br />a two inch overlay and send that information to the Parks Commission, <br />and to prepare plans and specifications for new color coat, crack <br />sealing, and leveling for the tennis courts, not to exceed $5,500. <br />(Motion carried 5-0) <br />7. City Council Reports: <br />A. Flood Levels <br />The Council reviewed the Engineer's letter of April 11, 1984, <br />regarding the possible expansion of the original Project 1005 <br />petition. The Council is very concerned about the high water levels <br />on Sunfish Lake and the Council would not view favorably a request to <br />raise the high water level on City Park Pond, and instructed the <br />managers to look someplace else to pump the water using their own <br />administrative funds. <br />INTERVIEWS FOR VACANCY ON PLANNING COMMISSION: <br />Rosemary Armstrong, Dorothy Lyons, and Lee Rossow appeared before the <br />Council and reiterated their reasons for wanting to serve on this <br />Commission. Klaers read a memo from Carol Kuettner (who was out of <br />
