LAKE ELMO CITY COUNCIL MINUTES 4-17-84 PAGE 6 <br />C. 1984 Law Enforcement Services Contract with Washington <br />County for police services in Lake Elmo. <br />Klaers advised the Council that there is no change in the contract's <br />language from the previous contract, but there is a modest increase in <br />the total amount charged to Lake Elmo. The total contract is still <br />within the budgeted amount in the City's 1984 budget, and recommended <br />approval of this contract. <br />M/S/P Mazzara/Morgan - To approve the 1984 Law Enforcement Service <br />Contract with Washington County for police services in Lake Elmo as <br />presented. (Motion carried 5-0) <br />D. Speed limit resolution for Lake Elmo Avenue (CSAH 17), <br />south of the core village area. <br />Larry Bousquet, Washington County Engineer, explained that all speed <br />zoning in the state is established by the Commissioner of the <br />Department of Transportation for the State of Minnesota. In order to <br />get a speed limit changed, Mr. Bousquet suggested the City of Lake <br />Elmo adopt a resolution requesting the County take the necessary <br />action to lower this speed limit. Washington County, in turn, will <br />make a request to the Commissioner. Mn/Dot then conducts a speed <br />survey and determines a resonable speed. So regardless of what speed <br />limit is requested, Mn/DOT will determine the speed limit. <br />M/S/P Dunn/Mazzara - To adopt Resolution 84-32, a Resolution <br />requesting Washington County to study the speed limit on CSAH 17, from <br />20th Street to the core village. (Motion carried 5-0) <br />E. Personnel Policy: Minor revision relating to when <br />employees can take vacation time. <br />Klaers advised the Council that because of staff illness and staff <br />turnover, one employee did not get all of the earned vacation time <br />used within the calendar year. The personnel policy says that unless <br />the employee receives Council approval, they must use all vacation <br />time with one year. Because of the seasonal work and the small City <br />Staff in Lake Elmo, this policy has not always been strictly enforced. <br />Therefore, the staff would like to make an official change in the <br />Policy to eliminate any future questions. <br />After a brief discussion on the amount of time that should be allowed <br />to be accumulated by an employee, and with the consensus of the <br />Council being that the employees be encouraged to take their earned <br />vacation within the calendar year when possible, the following action <br />was taken. <br />M/S/P Fraser/Morgan - to approve a minor revision in the personnel <br />Policy allowing employees to accumulate up to thirty days vacation and <br />removing the requirement for employees to take all accumulated <br />vacation time within one year. (Motion carried 5-0) <br />
