Informational Material for March <br />Page 3 <br />This system allows candidate names to rotate by precinct, <br />but they cannot be rotated on the ballots within a precinct, <br />/ It would cost Lake Elmo approximately $2500 to change from <br />the cumbersome paper ballot system to the more efficient <br />punch card system" I estimate we could recover the cost of <br />this change -over within three elections. The life span of <br />this equipment is much longer than three elections and I <br />anticipate that this equipment will still be contemporary <br />into the late 1990`s or even beyond" By going to this new <br />punch card system, Lake Elmo will not be "paving the way'' <br />for other communities, but will be following the very good <br />example of many other cities" In fact, we will be lagging <br />behind modern times if we do not get away from the paper <br />ballot system" <br />Advantages of the punch card system include reducing the <br />errors in counting the ballots; saving time and money in <br />future elections; reducing the confusion and error caused by <br />late night weary election judges; ease in understanding the <br />voting booklet and the over-all clean efficient manner in <br />which ballots can be organized and tabulated, The City <br />staff strongly recommends approval of this sytem and we feel <br />confident that if the Council observes the presentation that <br />they will agree with the staff. <br />Council member Laura Fraser will not be present at the <br />meetingr but I have explained to her the benefits of this <br />new system. Laura indicated that she would go along with <br />this new system provided the Council majority approved this <br />system" <br />Also attached is some additional information explaining the <br />punch card sytem" <br />9" This morning I attended the Wgghingtg[l 9999A B99Ed gf <br />MON100" At this meeting the Board discussed <br />the role of the Qkg Jgng QQ9011 8=99EY CgWWAS" <br />There has been some trouble defining this role between <br />Washington and Ramsey Counties" Attached is the material <br />submitted by the County staff to the County Board explaining <br />the role of the committee" The Lake Jane Advisory Committee <br />role/charge is expected to be approved by the Washington <br />County Board at its next meeting on April 3, 1984" <br />Washington County decided that Ramsey County should adopt <br />this prior to adoption by Washington County" <br />Also approved at the 3-~20 County Board meeting, was the 1984 <br />EMS ggot[MQ with Lake Elmo; and, the road easement on <br />KlgyikO AMMOU0 rear the Regional Park" This area will <br />serve as a turn- around for our City snow plow. <br />
