Application for Park Commission by Rosemary Armstrong <br />for first alternate position. <br />After a brief discussion by the City Council, the following action was <br />taken. <br />M/S/P Dunn/Fraser - To appoint Rosemary Armstrong to the first <br />alternate position on the Parks Commission. (Motion carried 4-0) <br />B. Quotations for backstop in DeMontrevi.11e Park <br />(holdover from 1983 Parks CIP) <br />Klaers updated the Council on recent Parks Commission actions <br />regarding a backstop in DeMontreville Park. After a brief discussion, <br />the following motion was adopted. <br />M/S/P Dunn/Mazzara - To accept the low bid of Midwest Fence in the <br />amount of $1,,090 for the materials and installation of a backstop in <br />➢eMontreville Park. (Motion caried 4-0) <br />C. Planning Commission Updates and Recommendations <br />Klaers gave a brief review and update on recent Planning Commission <br />discussions regarding lot sizes. Fraser indicated that in the future, <br />the Business Association should be invited to participate in <br />discussions which relate to business concerns. Eder indicated that <br />often, the lot sizes required for business' are determined by the use <br />of the business. Dunn indicated that he felt the drainfield <br />requirement is the most important, issue determining lot sizes. Eder. <br />and Fraser both expressed pleasure with the extensive process and <br />review given this topic by the Planning Commission. <br />M/S/P Fraser/Dunn - To acknowledge the Planning Commission's <br />recommendation to retain the 1-1/2 acre lot; size requirements in <br />business and residential zones; and to acknowledge the Planning <br />Commission's endorsement of the 60% rule and average lot size policy, <br />whereby the variances should be kept to an absolute minimum. (Motion <br />carried 4-0) <br />E. Washington County Commissioner, A.B. Schaefer, Jr., to <br />discuss the Waste -to -Energy proposal; the landfill <br />situation; plus other relevant Take Elmo issues. <br />There was a general discussion on the Waste -To -Energy plant that is <br />proposed to be .located in Section 32 of Lake Elmo. Schaefer indicated <br />this his been a very long drawn -out and slow process, and he has urged <br />the b6a4rd to proceed with the purchase of :Land in the event that this <br />, �ni ir1 t : r rti 6h schedule The environmental review process has <br />omp...„'ishi s plant in Section :32, but Schaefer <br />Indicated tk ���{�Wllii ,tY RPPOAP9 to be dragging their feet on this <br />issue as it is an election year.. Schaefer further indicated that, 3M <br />has a committment to purchase the steam from this proposed plant, and <br />3M's plans for moving to Texs has no effect on this project. <br />
