LAKE ELMO CITY COUNCIL MINUTES 5-15-84 PAGE 5 <br />M/S/P Fraser-Mazzara - To acknowledge the low bid in the amount of <br />$162,683.26 was submitted by Forest Lake Contracting for the 1984 MSA <br />Street Improvements and Jane Road North project; but deferring <br />( official action until the June 5, 1984 City Council meeting. (Motion <br />carried 4-0) <br />Council reviewed the letter from Winnfield, Inc. responding to the <br />City's question on whether or not the cluster type development was <br />considered when the appraisals were made (it was). <br />Eder questioned whether the landowners would be able to obtain their <br />own appraisals and if the charge for these independent appraisals <br />would be allowed for under the State Aid program. <br />Engineer reviewed. the "Recommended Procedures for State Aid Projects" <br />(right-of-way acquisitions). It says on qualifying projects, State <br />Aid will participate in the following: direct purchase price or <br />condemnation award, including damages; court appointed commissioner <br />fees; relocation expenses permitted by law. <br />M/S/P Dunn/Fraser - To accept the Winnfield appraisals and make that <br />offer to the respective parties. (Motion carried 3-0-1 <Eder>) <br />M/S/P Fraser/Mazzara - To approve payment of $350 to Winnfield, Inc. <br />for 1984 MSA appraisals. (Motion carried 3-0-1 <Eder>) <br />Engineer reviewed the proposal to complete the surfacing on Jamaca <br />Avenue north of Jane Road. The estimate to complete this work is <br />$6060. He stated that $300 was allowed for the grading of the <br />boulevards (backfilling the curbs and seeding) and is something that <br />could possibly be done by the City Crew, although it may not be <br />feasible. <br />M/S/P Eder/Mazzara - To instruct the Engineer to prepare a change <br />order and add the surfacing on Jamaca Avenue north of Jane Road at an <br />estimated cost of $6060 to the contract sumbitted by Forest Lake <br />Landscaping. (Motion carried 4-0) <br />Klaers pointed out that this amount will come out of the City's <br />General Reserves and will not be assessed to the adjacent property <br />owners. <br />F. Bid review for 1984 Jane Road North Improvement Project <br />Administrator advised the Council that the estimate was $20,000 plus <br />$5000 for drainage for this project. It appears that the project will <br />fall within that framework. <br />The residents along Jane Road North were present and offered no <br />objections. <br />
