LAKE ELMO CITY COUNCIL MINUTES JUNE 19, 1984 PAGE 9 <br />post Lakes Jane, Olson and DeMontreville as prohibiting power boats or <br />heavy boats during the flooding period. <br />M/S/P Morgan/Fraser - To adopt Resolution 84-40 requesting the DNR to <br />(" restrict the use of motor boats on Lakes Jane, Olson and DeMontreville <br />when the lake levels exceed 924,930 and 930, respectively; and to <br />instruct the City Administrator to proceed with drafting an ordinance <br />making these restrictions a permanent part of the city code. (Motion <br />carried 5-0) <br />The VBWD requested permission to pump from Lake Jane to City Park Pond <br />to the level pumped to in 1983. VBWD declared an emergency condition <br />on Lake Jane, and assuming the City Council would approvetheir <br />request to pump, are preparing to put the diesel pump into use. <br />M/S/P Morgan/Mazzara To allow VBWD to install a diesel pump on Lake <br />Jane and pump water at the rate and to the level that they did in <br />1983. (Motion carried 5-0). <br />Fraser reminded the Council and the residents that we are creating <br />problems downstream when we initiate this pumping. <br />Jim Weyer, on behalf of the Lake Jane Association, requested that the <br />City Engineer visit the flood site and make any recommendation he <br />feels would minimize the damage being done by this flood to the <br />effected residents. <br />M/S/P Morgan/Mazzara - To instruct the City Engineer to visit the <br />homes that are being flooded and make a recommendation, if he has one, <br />as to how sandbagging, etc., could be done more efficiently. (Motion <br />carried 5-0) <br />An additional request from a few citizens relates to the City <br />obtaining satelite bathrooms. Their septic systems are under water <br />and either functioning at a limited capacity or if functioning, are <br />contributing to pollution of the lakes. <br />M/S/P Morgan/Dunn - To instruct the City Engineer to examine the <br />possibility of getting a group rate for portable sanitary facilities <br />for the residents unable to use their septic systems. (Motion carried <br />5-0) <br />Morgan stated that he has asked VBWD to look for other percolation <br />sites, for emergency situations, that would take the pressure off of <br />Sunfish and City Park Pond. We should be able to find another place <br />to get temporary easements in which to percolate this water down into <br />the ground water table. It is an effective way to eliminate excess <br />surface water. Until we have a route to the river, it is the only <br />route that we have and if we start now with the seeking of sites and <br />the holding of hearings, we might have another route if we have <br />another six-inch week rain. Morgan further stated he would be <br />willing to vote for a petition if he knew what this up -front cost is <br />going to be. <br />Dick Murray stated that he would present this request to the VBWD at <br />( their June 28th meeting. <br />
