LAKE ELMO CITY COUNCIL MINUTES 7-3-84 PAGE 3 <br />C. Public Hearing: Zoning variances for future simple lot <br />subdivision application by Kenneth Isaacson at 7851 50th Street N. <br />Pursuant to published notice, this public hearing was opened at 7:50 <br />p.m. in the Council Chambers. <br />Mr. Isaacson stated his plans are to build on one lot, and the building <br />contractors that he has worked with have offered to take the second lot <br />(if the application if approved) in lieu of a downpayment for Mr. <br />Isaacson's house. <br />The Council reviewed the City Engineer's letter of June 7, 1984 in <br />which he recommends denial of this request as it would take a presently <br />conforming parcel and would create two non -conforming lots. <br />The Administrator advised the Council that the Planning Commission held <br />a public hearing on this application at its May 29, 1984 meeting. <br />Based on the recommendation from the City Engineer and the information <br />presented to the Planning Commission, they unanimously recommended <br />denial of the application. <br />Fraser stated she concurs with the staff's report and the Planning <br />Commission's recommendation for denial of this request. <br />The public hearing was closed at 8:05 p.m. <br />M/S/P Mazzara/Eder - To deny the request for zoning variances for <br />future simple lot subdivision application by Kenneth Isaacson at 7851 <br />50th Street North. (Motion carried 5-0) <br />D. Change Order #1 to 1984 Street Improvement Project for <br />Jamaca Avenue surfacing. <br />M/S/P Fraser/Dunn - To adopt Resolution 84-42 authorizing change order <br />#1 (in the amount of $4603.50) to be added to the 1984 street <br />improvement project for the surfacing of Jamaca Avenue, north of Jane <br />Road, for approximately 300 feet. (Motion carried 5-0). <br />The City Engineer advised the Council that there will be a <br />pre -construction meeting between TKDA, Forest Lake Contracting and the <br />utility companies on Thursday, July 5, 1984 at 1:30 p.m. in the City <br />Council chambers. <br />E. Department of Health recommendations on the Lake Elmo water <br />supply system. <br />The City Engineer advised the Council that the Department of Health, in <br />their annual report on the City's municipal water supply, made three <br />recommendations. <br />(1) The City should consider constructing an additional well to serve <br />as a standby or emergency water source. (In 1981 the City authorized a <br />feasibility report on the feasibility of constructing a second well. <br />At that time the cost with the well, pump, pumphouse, etc., was <br />estimated to be about $262,000.
