(Motion carried 3-0). <br />C. Review of 1984 Special Assessment Program. <br />The Engineer asked for direction on how the corner lots in the <br />sealcoating program will be assessed. He stated that there are some <br />corner lots that have two residential streets (one on either side); <br />and there are some corner lots which abut one residential street that <br />will be sealcoated in our program, but the other street is perhaps <br />gravel, or County Road, trunk highway;, etc., or for some reason the <br />resident does not receive a second side on the sealcoating program. <br />There are not a great deal of these corner lots (approximately 42 in <br />both 1983 and 1984 combined). <br />The Administrator commented that if we treat the corner lots as one <br />unit, regardless of whether or not it was sealcoated on boths_ides or <br />just one side, the amount to be assessed would be $27.48 throughout <br />the program, per lot. If we assess the corner lots as two, because <br />they were sealcoated on both sides of the street, that would reduce <br />the assessments to the other 700 people by approximately $1. The <br />residents not on a corner lot would be assessed $26.05 and the corner <br />lot residents would be assessed $52.10. <br />Consensus of the council is to assess the residents only once every <br />six years. If a resident is assessed in 1983, and lives on a corner <br />lot, and the street adjacent to their property would be sealcoated the <br />following year, the resident would not be charged an assessment for <br />this work. <br />The Engineer stated that if the 1983 and 1984 Sealcoat Programs were <br />assessed separately, the cost per lot for the 1984 Program would be <br />about twice as much as the 1983 Program because the 1984 Program <br />included more rural type frontage with larger and fewer lots. The <br />Engineer suggested that the 1983 and 1984 Sealcoat Programs be <br />combined and both programs pay an equalized rate ($27.48 per lot). <br />Discussion on the percentage interest rate to be charged to the <br />residents if they do not pay the assessment charge within thirty days. <br />Dunn suggested that the City use the current rate of interest. <br />M/S/P Fraser/Dunn - To adopt Resolutions 84-45, 84-46, 84-47 and <br />84-48 accepting the assessment costs, ordering the preparation of the <br />assessment rolls, and calling for a public hearing for the proposed <br />assessments on 9-4-84 for the Jamaca Court North Improvements, and the <br />1983 and 1984 Sealcoating Projects. (Motion carried 3-0). <br />M/S/P Dunn/Fraser - To combine the 1983 and 1984 Sealcoating Program <br />into one assessment roll, assessing corner lots as one unit, and <br />charging a 10% interest rate for one year assessment program. <br />(Motion carried 3-0). <br />M/S/P Eder/Dunn - To assess the Jamaca Court Street Improvements over <br />a four year period using a 10% interest rate. (Motion carried 3-0). <br />
