LAKE ELMO CITY COUNCIL MINUTES
AUGUST 21, 1984
PAGE 3
D. Kenneth Neudahl - Teal Pass Estates request for partial
escrow release.
The Engineer stated he received a request to have a partial release of
the cash escrow that is on deposit with the City for Teal Pass
Estates. The City has made one other partial release in the past
(December of 1983 when the grading was completed). The remaining
balance on the Teal Pass escrow is $24,270.62. The Neudahl's are
asking for a release for the finished grading, the gravel base, and a
portion of the engineering and inspection costs which amounts to a
release of $15,939.37. The Neudahl's have supplied invoices from the
contractors to verify their requests. The blacktopping is done and
the Neudahl's are not requesting a release for that yet. A figure of
$8,331.25 will remain in escrow and this is the remaining cost of the
value of the work times 125%. It was recommended by the City Engineer
that the escrow that could be released is $15,939.37.
M/S/P Eder/Dunn - To approve a partial escrow release to Teal Pass
Estates in the amount of $15,939.37 for the finished grading, gravel
base and a portion of the engineering and inspection costs which have
been completed. (Motion carried 3-0).
The City Engineer updated the Council on the Street Improvement
Program. Last week the wearing course (the final layer of blacktop)
was put on the State Aid job, the Teal Pass project, Jamaca Avenue and
Jane Road North. What remains is some driveway work, landscaping and
the gravel shouldering on the State Aid Project which is planned to be
done on August 22, 1984.
The City Engineeer updated the Council on the 201 Program. Mrs.
Hagberg has obtained the necessary soil tests and desires to be
included in this program. The two other residents that were given the
option of providing their own soil tests have chosen to come into the
program and have had their soil tests prepared and wish to participate
in the program.
5. City Council Reports
The Mayor asked that the Councilmembers pay special attention to the
forthcoming letter from the DNR. We are going to be running into a
snag on the 509 Program because VBWD was working with the DNR since
last February and all of a sudden the DNR is not willing to go along
with the plan.
6.
